
Malawi Environment Protection Authority (MEPA)
The Malawi Environment Protection Authority (MEPA) was established by Section 7(1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.
MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the following vacancies tenable at its Secretariat at MEPA House, Nkhalango Street, City Centre, Lilongwe:
A. DIRECTORATE OF ENVIRONMENTAL ASSESSMENTS AND INSPECTION
Job Title: Senior Licensing Officer
Grade: (M4)
Reporting to: Licensing and Permit Manager
PURPOSE, ROLES AND RESPONSIBILITIES
Purpose of the Job
To provide licensing and permit services
Key Roles and Responsibilities
- Review and evaluate applications for environmental licences (e.g, for waste management, pollution discharge, hazardous materials), and ensuring that all licensees meet legal and environmental requirements before licences are issues and or renewed.
- Conduct regular inspections and audits to ensure licensed entities comply with the terms and conditions of their licenses, and recommend enforcement actions in cases of non-compliance.
- Analyse and recommending licence applications.
- Process licensing applications
- Collect and maintain licences data and records
- Communicate legal licensing requirements to regulated firms and new applicants.
- Support in providing technical guidance to businesses, government departments and the public on licensing procedures and environmental obligations.
- Liaise with other regulatory bodies to ensure harmonization of environmental and sectoral licensing process.
- Maintain and update licensing database, tracking all issued licenses, renewals and compliance status.
- Allocate and supervising work of the Licencing Officers
- Prepare reports and analysis on licensing trends, compliance rates and environmental risks to inform decision making and policy reviews.
- Any other duties as assigned by management.
JOB SPECIFICATIONS AND PERFORMANCE FACTORS
Qualifications and Experience
- A BSc. in Environmental Sciences, Natural Resources.
- At least 10 years of experience in environmental sciences after completing first degree.
