Baylor College of Medicine Children’s Foundation – Malawi (BCMCF-M) is a not-for-profit organization working in partnership with the Malawi Government in the health sector. Deloitte and Baylor College of Medicine, Children’s Foundation Uganda, are implementing the five-year Centres for Disease Control (CDC) funded “Strengthening Regional, National, and Subnational Institutional Capacities to Sustainably Combat HIV/AIDS and Tuberculosis under the President’s Emergency Plan for AIDS Relief (PEPFAR) Project.

The project aims to provide efficient and effective technical assistance (TA) and organizational capacity development (OCD) support to target host country government and non-governmental institutions promote locally driven and country-specific solutions that are adaptable, flexible, and foster higher potential for sustainability beyond the program life of this Activity. Baylor College of Medicine Children’s Foundation Uganda working with Baylor College of Medicine Children’s Foundation Malawi is seeking qualified, experienced and passionate individuals to fill the following role within the project

Senior Epidemiologist based in Lilongwe.

 Role Purpose: Work with the Ministry of Health/ Public Health Institute of Malawi and other Implementing Partners to strengthen control of diseases, health conditions and public health threats.

Reports to:  Country Project Manager

Key Result Areas

Provide technical assistance to MOH/PHIM and other CDC Implementing Partners to

  1. Strengthen IHR capacity by implementing and monitoring the national health security action plan and preparing for Joint external evaluations.
  2. Develop and implement strategies to strengthen surveillance and control of communicable and non-communicable diseases and public health events/threats, enhancing IDSR capacities, electronic surveillance data capture systems, data analysis, and use for decision-making.
  3. Strengthen emergency preparedness and response, including developing multi-sectorial preparedness and response plans, and regularly test the preparedness and response capacity.
  4. Strengthen cross-border surveillance and emergency preparedness with countries neighbouring Malawi.
  5. Strengthen the capacity/operations of the national and sub-national emergency operation centers.
  6. Build capacity for HIV and STI surveillance systems.
  7. Develop and monitor the project work plan and budget and prepare progress reports.
  8. Facilitate/conduct performance reviews and monitor progress toward attaining project objectives.
  9. Document and disseminate key project outcomes and findings/lessons learned to inform programming.

Person specifications

  • A master’s degree in public health or Epidemiology, with a first degree in medicine. Advanced Field Epidemiology training is an added advantage.
  • At least five (5) years of experience in emergency preparedness and response (EPR). programs
  • Experience supporting national programs; working at MOH or national or international NGOs is an added advantage.
  • Good understanding of international health regulations (IHR 2005) and Joint External Evaluation.
  • Good knowledge of project planning and management and donor guidelines
  • Strong networking and communication skills.
  • Good understanding of the EPR landscape in Malawi.
