Malawi Environment Protection Authority (MEPA)

The Malawi Environment Protection Authority (MEPA) was established by Section 7(1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.

C. DIRECTORATE OF PLANNING AND INFORMATION MANAGEMENT SERVICES

Job Title: Senior Environmental Planning, Monitoring and Research Officer
Grade: (M4)
Reporting to: Environmental Planning, Monitoring and Research Manager

PURPOSE, ROLES AND RESPONSIBILITIES

Purpose of the Job

To provide Environmental Planning Services

Key Roles and Responsibilities

Environmental Planning and Strategy

  • Coordinate national environmental planning efforts, ensuring that the Authority’s works aligns with the Malawi 2063 Vision.
  • Develop strategies, programs and project plans for the Authority, focused on environmental protection, natural resources management, climate change and biodiversity conservation.
  • Contribute to the preparation of the National Environment Action Plan (NEAP) and other relevant plans for management of environment, natural resources, biodiversity and climate change.
  • Facilitate mainstreaming of environment, natural resources and climate change in policies, strategies and programmes
  • Facilitate the preparation and implementation of programmes and projects on management and conservation of environment, natural resources and climate change.

Monitoring and Evaluation

  • Track program effectiveness, environmental trends, pollution levels, and compliance
  • Ensure that development projects approved by the Authority meets compliance with environmental standards and MEPA’s regulatory standards and guidelines
  • Facilitate the preparation of annual work plans and budgets

Information Dissemination and Reporting

  • Manage environmental information systems, ensuring accurate collection, analysis and distribution of environmental data.
  • Contribute to the preparation of the National State of the Environment and Outlook Report, and Annual Environmental Status Updates.
  • Support the Authority’s public awareness activities by ensuring that research and data inform policy, planning and education efforts

Coordination and Collaboration

  • Coordinate with national agencies, sectors and local authorities to mainstream environmental concerns into the broader development planning and implementation.
  • Support the Authority’s engagement with civil society, NGOs, regional and international bodies and foster partnerships across government and private sector.

Reporting

  • Prepare environmental planning and monitoring reports, research deliverables for internal and public reference
  • Contribute to the budgeting process and resource mobilization efforts of the Authority Research and Capacity building
  • Lead or collaborate on research initiatives to study environmental trends pollution levels, biodiversity status, land use change, environmental compliance and noncompliance among others.
  • Use data driven analysis to inform policy reviews, regulatory decision and public advisory on environmental protection and utilization of natural resources.
  • Deliver trainings to stakeholders in environmental planning and monitoring
  • Representing MEPA at national and international forums, workshops and coordination committees.
  • Any other duties as assigned from time to time by management.

JOB SPECIFICATIONS AND PERFORMANCE FACTORS

Qualifications and Experience

  • A Bachelor’s Degree in Economics.
  • A Master’s degree in the same field will be an added advantage.
  • A minimum of 10 years of relevant work experience after completing first degree.
