Malawi Environment Protection Authority (MEPA)

The Malawi Environment Protection Authority (MEPA) was established by Section 7(1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.

MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the following vacancies tenable at its Secretariat at MEPA House, Nkhalango Street, City Centre, Lilongwe:

A. DIRECTORATE OF ENVIRONMENTAL ASSESSMENTS AND INSPECTION

Job Title: Senior Environmental Assessments Officer 
Grade: (M4)
Reporting to: Environmental Assessments Manager

PURPOSE, ROLES AND RESPONSIBILITIES

Purpose of the Job

To coordinate environmental impact assessment.

Key Roles and Responsibilities

  1. Preliminary review of Environmental Assessments to ensure that basic requirements are met.
  2. Coordinate review of project briefs and issuing TORs for Environmental Assessments
  3. Consolidate comments for ESIA reports from ACESA meetings
  4. Draft Annotated Agenda and Minutes for the ACESA meetings
  5. Coordinate the implementation and monitoring of Environmental Assessments recommendations on those projects which Environmental Assessments has conducted.
  6. Support in overseeing monitoring of environmental conditions during Environmental Assessments – approved projects implementation to verify mitigation measures and conditions are being met.
  7. Analyse the impact of development activities on key natural resources such as forestry, agriculture, fisheries, water etc. and propose mitigation measures.
  8. Review Environmental and Social Management Plans (ESMPs).
  9. Represent the division at meetings organized by various government institutions, policy makers, politicians and the general republic
  10. Support in the training and awareness programs on Environmental Assessments procedures for stakeholders including government departments and agencies, developers, and local authorities.
  11. Prepare and submit monthly, quarterly and annual reports to the Director of Environmental Assessments.
  12. Any other duties as assigned by management.

JOB SPECIFICATIONS AND PERFORMANCE FACTORS

Qualifications and Experience

  • A BSc. in Environmental Sciences, Natural Resources
  • MSc. or MA in Environmental Sciences will be an added advantage.
  • At least 10 years of experience in environmental assessment after completing a first degree.
