JOB VACANCY ANNOUNCEMENT
The Mennonite Brethren Church in Malawi (MBCM) wishes to advertise a vacant position for the Programs Manager and Finance and Administration Officer as stated below. A. PROGRAM MANAGER
Duty Station:Mponela-Dowa, Malawi (with field travel to project sites).
Contract type: Full-time contract (6 Months – Renewable)
Reports to:Church Leadership Board
Employment Start date: 01st December 2025.
The primary purpose of the Programs Manager position is to provide strategic, technical and operational leadership to all development and humanitarian programs under Mennonite Brethren Transform Lives Initiative (MB -TLI), a development arm of the church. The role ensures effective project design, implementation, monitoring, evaluation and reporting in line with MB-TLI’s mission, donor requirements and national development priorities. The position also provides direct oversight and coordination of all humanitarian and development projects implemented by MB-TLI by ensuring accountability and impact.
Primary Duties and Responsibilities.
1) Program Management & Implementation
- Plan, coordinate and oversee implementation of all MB-TLI projects in line with approved work plans and budgets.
- Supervise and mentor project officers and field staff to ensure timely and high-quality delivery of outputs.
- Ensure all programs align with MB-TLI mission, strategic plan and donor standards.
- Integrate cross-cutting issues including gender equality, safeguarding, accountability and environmental sustainability.
2) Humanitarian Cash Distribution – Dzaleka Refugee Camp
- Lead the overall coordination and implementation of humanitarian cash distribution activities in Dzaleka Refugee Camp.
- Ensure alignment of cash distribution with donor guidelines, national humanitarian standards and protection principles.
- Collaborate with financial service providers (e.g. NBS Bank), camp leadership and protection partners to ensure smooth and transparent operations.
- Oversee targeting and verification processes in collaboration with community committees and field staff.
- Supervise post-distribution monitoring, data collection and learning documentation.
- Prepare and submit periodic narrative and technical reports on cash assistance interventions.
3) Monitoring, Evaluation, Accountability and Learning (MEAL)
- Work closely with the MEAL Officer to develop and implement monitoring systems.
- Ensure collection, analysis and use of data to inform decision-making and reporting.
- Lead preparation of high-quality narrative and technical reports for donors and partners.
4) Partnerships, Networking and Representation
- Represent MB-TLI in coordination and stakeholder meetings with government, donors and partner organizations.
- Strengthen collaboration with MCC and other faith-based and community partners.
- Support proposal development, concept notes and resource mobilization initiatives.
5) Leadership and Team Management
- Provide technical guidance and leadership to project teams.
- Conduct regular performance reviews and facilitate staff capacity development.
- Promote MB-TLI’s values of integrity, stewardship and servant leadership.
Qualifications and Experience
- Bachelor’s degree in development studies, Agriculture, International Development, Peace and Conflict Resolution, Project Management (master’s preferred).
- Minimum of 5 years’ experience in program management within an NGO or faith-based organization.
- Proven experience in project design, proposal writing and donor reporting.
- Strong background in community development, livelihoods or humanitarian response.
- Demonstrated ability to manage budgets, lead teams and coordinate multi-stakeholder partnerships.
- Excellent communication and interpersonal skills (English and Chichewa).

B. Finance and Administration Officer

The primary purpose of the Finance and Administration Officer position is to provide support on dayto-day financial management, accounting and administrative operations of Mennonite Brethren Transform Lives Initiative (MB -TLI), a development arm of the church. The position ensures accurate record keeping, timely reporting and compliance with both organizational and donor financial policies. The role also provides administrative and logistical support to ensure efficient operations across all projects and departments, including coordination and financial oversight of humanitarian cash distribution activities in Dzaleka Refugee Camp. The position also provides direct accounting and financial oversight of all humanitarian and development projects implemented by MB-TLI by ensuring accountability and impact.
Primary Duties and Responsibilities.
1) Financial Management and Accounting
- Process and record all financial transactions in accordance with (MB-TLI)policies and accounting standards.
- Prepare payment vouchers, maintain proper documentation and ensure appropriate authorization before disbursement.
- Assist in preparing monthly financial reports, bank reconciliations and expenditure tracking.
- Support preparation of projects and organizational budgets, cash forecasts and financial reports.
- Maintain accurate and up-to-date accounting records including receipts, invoices and ledgers.
- Monitor cash flow, manage petty cash and ensure accountabilities for all advances issued.
2) Humanitarian Cash Distribution – Dzaleka Refugee Camp
- Provide financial and logistical support to cash distribution activities in Dzaleka Refugee Camp.
- Collaborate with program staff and partners to ensure accurate beneficiary payment lists and verification processes.
- Monitor financial disbursements, reconcile distribution reports and ensure accountability for funds transferred.
- Support coordination with financial service providers (e.g. NBS Bank) to ensure smooth and secure cash transfer processes.
- Document and report all financial aspects of cash distribution in line with donor requirements.
3) Compliance and Internal Control
- Ensure adherence to donor and organizational financial guidelines.
- Maintain proper filing systems for financial and administrative documents.
- Support both internal and external audit processes and ensure timely submission of requested documentation.
- Ensure compliance with tax and statutory obligations in line with Malawi’s financial regulations.
4) Administration and Logistics
- Provide administrative support including procurement of goods and services, inventory management and logistical coordination.
- Maintain updated asset and inventory registers.
- Support the coordination of meetings, training and workshops including logistical arrangements and participant documentation.
- Ensure smooth office operations including utilities, supplies and maintenance.
5) Human Resource Support
- Assist in maintaining staff records, leave tracking and payroll processing.
- Support recruitment logistics and staff orientation processes.
- Facilitate communication between the Finance and Administration department and other teams.
Qualifications and Experience
- Bachelor’s degree in accounting, Finance, Business Administration (master’s preferred).
- Minimum of 3 years’ experience in finance and administration within an NGO, faith-based or donorfunded environment.
- Proficiency in accounting software (QuickBooks or similar) and Microsoft Office applications.
- Good understanding of financial regulations, budgeting, reporting and audit requirements.
- High level of integrity, accuracy and attention to detail.
- Strong organizational, interpersonal and communication skills.
- Ability to work independently and as part of a multidisciplinary team.
