Habitat for Humanity Malawi (HFHM) is a Christian non-profit organization with a vision of “a Malawi where everyone has a decent place to live.” Guided by its new strategic direction, HFHM is committed to scaling its impact by focusing on building more and better homes, transforming housing systems, and inspiring action for housing. Habitat for Humanity Malawi is seeking to fill the following vacant positions as part of the organization’s institutional strengthening and strategic realignment process in line with the new Country Strategic Plan (2025–2030).

Job Summary
Reporting to the National Director, the Program Director will serve as the
second most senior leader, with strategic and program management oversight accountable for delivering the outcomes of HFHM through leadership across projects/programs and upwards with the senior management team and the governance structures. The position holder shall oversee the quality of the program ensuring compliance with HFHM Quality Standards and donor guidelines, while fostering innovation to enhance effectiveness and impact ensuring the successful implementation of the new HFHM Strategic Plan.
Key Responsibilities
Strategic Leadership– 20%
- Provide overall strategic and technical leadership in the design,
development, planning, budgeting and implementation of the HFHM
Strategy. - Initiate, coordinate and lead HFHM’s programming, ensuring it delivers on HFHM’s vision and objectives and championing the
innovative ways of working envisioned in its business strategy. - Provide thought leadership internally by establishing, evolving, and
driving the execution of HFHM’s vision and priorities. - Ensure good coordination between the program department and
support functions within HFHM. - Ensure that HFHM has adequate and effective processes and systems for partnership engagement, development and management.
Program Planning, Management and Delivery – 20%
- Provide leadership in the development of Program strategic plans and budgets for all programs within HFHM
- Lead on annual planning and management of program budgets and
plans. - Coordinates, consolidates and timely submits annual work-plans
and budgets for all HFH Malawi programs for management review
and approval. - Ensure timely delivery of programs that comply with both internal and external standards and donor contract terms, while also ensuring they deliver the best contributions to our strategic outcomes and the expectations.
Resource Mobilization, Grants and Donor Relations Management -15%
- Ensures the design of quality projects and proposals that are in line
with HFHM’s Programs strategic priorities and responsive to grant
funders requirements - Ensures that HFH Malawi is compliant with grant agreements and
regulations (timely reporting, spending according to line items, etc.) - Work collaboratively with the Partnerships and Sustainability
Manager to develop and sustain donors relationships and ensure adequate resources are available to deliver HFHM strategy.
Program Effectiveness, and Learning– 15%
- Ensure effective and efficient implementation of the Monitoring and
Evaluation plan including periodically reviewing the MEAL plan to
ensure it is fit for purpose. - In liaison with relevant teams, oversee the management of the project progress periodic surveys, regular update of the project log
frame - Encourage a culture of learning and innovation, ensuring that all
projects capture, and document lessons learned and best practices. - Organizes program review meetings to share lessons and best
practices to improve the quality of HFH Malawi programs.
People Management and Safeguarding -15%
- Provide proper supervision and management for all direct reports
and lead to the establishment and functioning of a strong, effective and coordinated programming team. - Manage the program team to deliver on the program strategy, provide leadership and guidance and ensure that the management of the team is in line with HFHM’s HR policies and procedures.
- With support from HROLD Manager, manage the life cycle of individuals within the program team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters.
- Develop a team learning agenda that deepens engagement and understanding of insights and priorities, strengthens team culture and collaboration, and addresses team development needs.
Networking and Representation -10%
- Develop and strengthen partnerships, networks and alliances among sector stakeholders, government counterparts and NGOs involved in Housing, Basic Services, HDRR related activities to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of the sector.
- Represent HFHM through participation in meetings, seminars and other strategic/important events at national, regional and international levels.
Policy Management and Compliance (5%)
- Participate in the review and update of HFHM policies and
procedures - Implement all necessary policies and procedures to ensure that
correct procedures are followed by staff under supervision - Adhere/ Comply with approved organizational policies and procedures.
Education and Experience Required
- Advanced degree, preferably master’s in a development field, project
Engineering, management, urban planning, business management, or
related field. - Postgraduate training in financial management and project management will be an added advantage
- At least 10 years’ progressive experience in a similar position, preferably in INGO sector.
- Critical focus on providing a superior service level to managers and
colleagues and delivering agreed results within. - Understanding of housing issues in Malawi, particularly in relation to
housing & development. Having technical sectorial expertise in
Program Development and Housing Finance
