
National Local Government Finance Committee (NLGFC)
The National Local Government Finance Committee (NLGFC) was established under section (149) (1) of the Republic of Malawi Constitution and further powers and functions conferred on it by the Local Government Act (1998), The core functions as defined by Constitution includes: (a) Budget: to receive all estimates of revenue and all projected budgets of all LGAs; to prepare a consolidated budget for all LGAs; (b) Accounting and financial management; to examine and supervise accounts of LGAs; Receive final accounts from LGAs and forward a copy to the Auditor General; to disallow any item of expenditure and to surcharge. (c) Fiscal allocation and transfers; to make recommendations relating to the distributions of funds allocated to LGAs; and with further function to support and enhance local development project management; to enhance Infrastructure and Socio-economic Development; and Support performance improvement in councils.
The NGFC seeks to strengthen its human capacity to effectively and efficiently deliver its constitutional mandate and functions by engaging suitably qualified, experienced, self-motivated and result oriented Malawian professionals to fill various vacant positions tenable at the NGFC offices, Area 14, Lilongwe. The following are the position.
Job Title: Procurement and Disposal of Asset Manager (No. of posts 1)
Grade: FC3

Responsible for: Senior Procurement and Disposal Officer -FC4
Job Purpose
Manage procurements and disposal of assets for NLGFC
Key Duties and Responsibilities
- Administer all designated procurement and asset disposal activities of the NGFC in strict compliance with legal requirements and donor guidelines while adopting best practice in procurement.
- Managing and supervising the procurement staff, participating in their recruitment, training, coaching and appraising their performance
- Work with the PDU team, user directorates and
departments in the development of NGFC’s annual procurement and disposal plans in line with the prevailing Public Procurement and Disposal of Assets legal framework as well as donor guidelines. - Preparation of complex solicitation documents (bidding documents, Request for Quotations (RFQ’s), Request for Proposals (RFP’s) and terms of reference), bid evaluation report and draft contracts for consideration by IPDC.
- Manage Negotiations with Suppliers, Consultants and Contractors to ensure delivery of goods/services and works in accordance with contract terms and end user requirements.
- Verify, reconcile and certify invoices for approval by the ED for processing payment.
- Coordinating timely preparation, review and submission of procurement reports, Procurement Plan Implementation Status Reports and other regular progress reports on the collective activities of the Procurement and Disposal Unit (PDU) and the Internal Procurement and Disposal Committee (IPDC) as required from time to time.
- Provide general technical advice and guidance to NGFC (user directorates, departments and the Internal Procurement and Assets Disposal Committee (IPDC)) and LAs on all procurement matters consistent with the prevailing Public Procurement and Disposal of Assets legal framework.
- Providing secretarial services to the Internal Procurement and Assets Disposal Committee (IPDC) during its meetings.
- Monitoring performance, coaching/mentoring and undertaking performance appraisal for staff
Required Qualification
- Master’s Degree in Procurement Supply Chain & Logistics or full professional qualification such as CIPS or Supply Chain qualification with any Masters Degree from a recognized institution
- A member of a Procurement body e.g. Malawi Institute of Procurement and Supply (MIPS).
Personal Specifications
- Six (6) years of work experience in procurement position in public or government institution.
- In-depth knowledge of relevant Public and donor procurement laws and regulations and ability to analyze procurement issues.
- Ability to lead and manage a team effectively
- Strong communication skills, both written and verbal, to effectively communicate issues to stakeholders at all levels.
Salary Scale
National Local Government Finance Committee salary scale for the Grade shall apply.
