
Malawi Council for Disability Affairs (MACODA)
The Malawi Council for Disability Affairs (MACODA), is a Statutory body established by the Persons with Disabilities Act (No. 4 of 2024).
MACODA’s core mandated is to promote and protect rights and freedoms of persons with disabilities. The Council is an enforcement agency of the Act and is mandated to investigate and carry out inquiries into violations of rights of persons with disabililies. The Council also champions disability programming as well as steering disability mainstreaming in the country’s development including promotion of multisectoral coordination and collaboration; development of standards and guidelines on a rights-based for disability service provision; regulating disability services and programs; promotion of measures and interventions aimed at promoting the realisation of rights of persons with disabilities and registration of persons with disabilities as well as organisations, associations and institutions implementing disability programs.
MACODA is inviting applications from suitably qualified persons to fill the tollowing vacant positions existing in the Council.
Job title: Procurement and Assets Disposal Officer
Grade: MCD 5
Reporting to: Director of Finance & Administration
Responsible for: To provide professional, efficient, and effective procurement and supply services in compliance with the applicable Public Procurement and Disposal of Assets legal framework and MACODA policies, while facilitating the cost-effective procurement of goods, services, and works.
Key Duties and Responsibilities
- Developing and monitoring the implementation of annual procurement plans.
- Guiding the preparation of product specifications and Terms of Reference (TORs), bidding documents and the tender evaluation process.
- Preparing evaluation and selection reports and managing procurement contracts for the attention of MACODA Internal Procurement and Disposal of Assets Committee.
- Manage records for all procurement and disposal activities as prescribed in the public procurement and disposal legal and regulatory framework.
- Managing and monitoring supply and service contracts and logistics related to procurement activities.
- Maintenance of procurement database and procurement registry for the Council.
- Preparation of monthly procurement reports.
- Providing general advice and assistance to staff and management on procurement and asset disposal processes.
- Provide secretarial services lo the evaluation, and internal procurement and disposal, committees.
Qualifications and Experience
Bachelor’s Degree in Procurement and Logistics or Supply Chain Management from an accredited institution with a minimum of 3 years of relevant work experience. The candidate must have familiarity with public procurement laws. Further, the candidate must be a member of Malawi Institute of Procurement and Supplies (MIPS).
