National Local Government Finance Committee (NLGFC)

The National Local Government Finance Committee (NLGFC) was established under section (149) (1) of the Republic of Malawi Constitution and further powers and functions conferred on it by the Local Government Act (1998), The core functions as defined by Constitution includes: (a) Budget: to receive all estimates of revenue and all projected budgets of all LGAs; to prepare a consolidated budget for all LGAs; (b) Accounting and financial management; to examine and supervise accounts of LGAs; Receive final accounts from LGAs and forward a copy to the Auditor General; to disallow any item of expenditure and to surcharge. (c) Fiscal allocation and transfers; to make recommendations relating to the distributions of funds allocated to LGAs; and with further function to support and enhance local development project management; to enhance Infrastructure and Socio-economic Development; and Support performance improvement in councils.

The NGFC seeks to strengthen its human capacity to effectively and efficiently deliver its constitutional mandate and functions by engaging suitably qualified, experienced, self-motivated and result oriented Malawian professionals to fill various vacant positions tenable at the NGFC offices, Area 14, Lilongwe. The following are the position.

Responsible for: Planning, Monitoring and Evaluation Officer -FC4

Job Purpose

Coordinate the management of an evidence-based Planning, Monitoring and Evaluation System for the effective delivery of the NLGFCs’ mandate.

Key Duties and Responsibilities

  1. Coordinate development, review and NGFC Strategic and Resource mobilization strategies; and policies.
  2. Lead in preparation, review, consolidation and implementation of NGFC institutional annual work plans
  3. Facilitating, overseeing and work with contracted consultants in undertaking analytical research and impact evaluation studies to inform the NLGFC’s strategic, short-term, and long-term goals.
  4. Lead the Planning Monitoring and Evaluation divisional team to develop and maintain an effective institutional Monitoring and Evaluation System.
  5. Review M&E frameworks and tools and undertake spot-checks on collected data to ensure data accuracy and relevance for informed decision making.
  6. Coordinate projects’ implementation support missions and high-level monitoring of development projects.
  7. Coordinate organizational and Project specific reviews such as Mid-Term reviews and Completion reviews to enhance institutional and projects’ performance towards achievement of intended objectives.
  8. Timely preparation, review and consolidation of NLGFC strategic reports (Quarterly, Annual and projects specific reports) to enhance accountability for results.
  9. Coordinate alignment of NGFC programmes with Malawi’s overarching Development Strategy, the Malawi Agenda 2063 and any other short and Medium-term implementation plans.
  10. In collaboration with the Capacity Development Division, provide capacity building on Planning, Monitoring and Evaluation to projects/programme staff through training, in addition to mentorship, coaching and information sharing.
  11. Managing and supervising Planning, Monitoring and Evaluation staff, participating in their recruitment, training, coaching/mentoring and appraising their performance.

Required Qualification

  • Master’s Degree in Economics; Development Studies or any related fields.

Persons Specifications

  • A minimum of Six (6) years’ relevant experience in a senior management position in planning, monitoring and evaluation. Those with experience in donor funded projects/programmes will have an added advantage.
  • Competent in strategy development, policy analysis, project design and management.
  • High analytical and reporting skills.
  • Strong Leadership, Coaching and Management skills.
  • Proficiency in Microsoft Office packages and fair knowledge of Statistical Packages such as SPSS and Stata.
  • Result oriented; team player; proactive; and committed to institutional goals.

Salary Scale

National Local Government Finance Committee salary scale for the Grade shall apply.
