National Short-term Expert (NSTE)- Technical Support for the Establishment of Sector Skills Councils/Bodies

The objective of the assignment is to support the International Short Term Expert the collection of information and review of stakeholder feedback that will be used in the provision of  technical support and capacity building to the Ministry of Labor (MoL) and the Technical, Entrepreneurial and Vocational Education and Training Authority (TEVETA) for the establishment and operationalization of up to four Sector Skills Councils/Bodies in Agriculture Mechanization, Tourism, Marine Transport and Renewable Energy.

Role overview

The expert will be based in Lilongwe with field travels as required by the assignment. The work is expected to take 120 days, spread between 25 August 2025 and 31 July 2026.

The expert shall support the review of  policies, assessments, and the existing SSC toolkit, develop governance frameworks, by-laws, mandates, and financing models, design and facilitate training sessions, multi-stakeholder dialogues, and capacity-building programmes, drafting regulatory frameworks, legislative development, propose study visits and a validation workshops with stakeholders and TWGs.
