A. INTRODUCTION

Project Brief
The Multi-Donor Action “Strengthening Public Financial and Economic Management (PFEM) – Tikuze Malawi” is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ, German Agency for International Development Cooperation) on behalf of the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). Its overall objective is to improve Malawi’s economic governance and accountability of public resources.

Over a period of four years (May 2024 – December 2027), the Joint Action blends the support to key public financial management (PFM) reforms with the support to key anti-corruption and anti-fraud institutions. It operates across five distinct results areas: (1) Domestic Resource Mobilization, (2) Budget Execution / Expenditure Management, (3) Control and Oversight of Public Resources, (4) Investigation and Prosecution of Corruption, and (5) Asset Forfeiture Process.

Anti-Corruption Component
The positions below will directly support the Anti-Corruption Component. In Malawi PFEM Anti-Corruption project component is implemented through a partner approach, working with relevant partners to identify areas of support, providing technical advice to support changes in working processes and infrastructure and human capacity development with a cross-cutting area for automation and digitalisation support.

The primary objective of these recruitments is to strengthen the investigation and prosecution of corruption and fraud in Malawi, with an enhanced emphasis on asset recovery. The position holders will work closely with key partners, including the Anti-Corruption Bureau (ACB), the Financial Crimes Division of the Malawi High Court, as well as various Law Enforcement and oversight agencies.

B. VACANCIES

The primary objective of this recruitment is to enhance the investigation and prosecution of corruption and fraud in Malawi, with a strengthened emphasis on asset recovery. The position will involve close collaboration with key partners, including the Anti-Corruption Bureau (ACB), the Financial Crimes Division of the Malawi High Court, and various Law Enforcement and oversight agencies.

a) Key Responsibilities:
The position holder will be accountable for the administration and management of internal documentation and for providing technical and operational support to Technical Advisors in their engagement with PFEM partner institutions, with the objective of enhancing overall efficiency and effectiveness. This role is multifaceted and requires innovation, adaptability, and forward-thinking approaches. Key responsibilities include but not limited to the followings:

  • Contribute to the conceptual design and implementation of all partners operational plans, training and e-learning development for the 5 Result Areas listed above.
  • Provide support in the realization and achievement of PFEM annual objectives.
  • Provide support to colleagues to achieve personnel capacity development.
  • In consultation with the Team Leader and Component Manager, interact with partners and other agencies, under guidance of the Technical Advisors, for all operational matters, to strengthen alliances and cooperation arrangements on behalf of the project.
  • Support knowledge management and administration to other components as required.
  • Support the implementation of relevant monitoring and verification of activities and results, assessing the impact and sustainability of the approach.
  • Lead the administrative mechanisms for component activities, promote the uptake of different approaches, and encourage colleagues to embrace change and support the change and internal learning processes as GIZ enters a new era of digital and administrative change.
  • Provide support in the preparation of relevant procurements and service contract request, managing consultants and ensuring proper documentation of all contracts, liaising closely with the Country Office Service Delivery Team and with Head Office in Germany as required.
  • Guide colleagues on relevant internal rules and processes and support knowledge sharing within the team.

b) Specific Tasks
The position holder will perform the following tasks:

  • Monitoring and updating the Operational Plans through close coordination with Team Leader, Line Manager and colleagues, following up with relevant stakeholders, other implementing agencies and with development partners under the guidance of the Technical Advisors.
  • Support and follow-up with the internal annual objectives of the PFEM – Tikuze Malawi Project.
  • Administrative Management and support to colleagues for knowledge management, capacity development of colleagues, internal rules and procedures, and ensuring efficiency of work plan documentation.
  • Support with preparation and steering of consultancy missions, logistics, invoicing and compliance. This includes the development of Terms of References, preparation of procurement documents in line with GIZ rules and technical evaluation of offers from bidders.
  • Support to the preparation of conferences, workshops, study trips and other events.
  • Taking minutes and ensuring meetings are recorded and the outcomes are progressive.

c) Required Qualifications and Experience:

  • Holds a minimum of a bachelor’s degree from a recognised institution.
  • Demonstrates a strong and assertive personality, with conviction, determination, and the ability to influence and persuade effectively.
  • Exhibits innovative and strategic thinking, with the confidence to propose new ideas supported by sound reasoning and constructive analysis.
  • Possesses relevant work experience in administration, oversight and compliance, Data Management, Law, or related fields.
  • Has foundational knowledge of change management principles and methodologies.
  • Demonstrates understanding of the Malawi 2063 development agenda and the ability to contribute to the formulation of sustainable concepts.
  • Experience working in an international or multicultural environment, or professional exposure outside Malawi, is considered an asset.
  • Shows high levels of commitment, teamwork, reliability, intercultural competence, and appreciation of diversity.
  • Possesses excellent interpersonal and communication skills, with the ability to build credibility and earn the respect of colleagues and senior stakeholders within partner institutions.
  • Demonstrates fluency in spoken and written English.
  • Proficient in Microsoft Office applications (MS Teams, Word, Excel, PowerPoint); familiarity with additional digital tools, including presentation and data visualisation software, is an advantage.
