Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the MSI Reproductive Choices partnership which works in 37 countries globally. BLM exists to improve the quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has a national coverage, operating through 23 clinics, and numerous outreach clinic sites.

HUMAN RESOURCES MANAGER

LOCATION : Support Office – Lilongwe

REPORTING LINE : Corporate Services Director

ROLE PURPOSE

The Human Resources Manager will be responsible for development and delivering people management strategies which support the organizational overall strategic aims and objectives. The job holder will be expected to contribute at both a strategic and operational level in order to identify HR priorities and recommend appropriate people management solutions which support BLM’s people mand culture strategy. Including, provide a customer-focused HR service. Further, he/she will provide expert professional advice and support to managers and employees on all aspects of people management in line with the current employment legislation and best practices.

KEY RESPONSIBILITIES

  • In liaison with the Corporate Services Director formulate and implement the annual HR Plan in support to the overall strategic aims and objectives of BLM.
  • Support project teams with work force planning, formulation and implementation of robust recruitment strategies in line with donor requirements.
  • Work closely with line managers, providing them with expert guidance coaching and support on the full range of HR activities (including policies and procedures, terms and conditions of employment, absence management, restructuring of services, performance management, redundancy planning etc.), in order to ensure a consistent and fair approach to employee life cycle.
  • Manage the employee and industrial relations processes including internal disciplinary hearing and representing the organization at the Industrial relations court.
  • Supervise the HR unit operations to ensure efficient and effective support to all functions.
  • Socialize employees awareness and adherence to Safeguarding, Diversity, Equity and Inclusion Policies.
  • Support robust recruitment, retention and succession strategies
  • Collaborate with the Corporate Services Director in preparation of terms and conditions of employment and issue all employment contracts in compliance with Malawi’s Labour Laws and donor regulations.
  • Assist the Corporate Services Director in the preparation of budgets for the HR Unit and in implementing budgetary controls.
  • Manage a robust HR system.
  • Co-lead the implementation and maintenance of the performance management system in aligning employee’s performance objectives with the organizational goals.
  • Keep up to date with legal developments and advise the Corporate Services Director on compliance and risk factors.
  • Facilitate consistent implementation of fair compensation and benefits package.
  • Support facilitation of employee engagement and wellness programmes.
  • Provide general support to employees on HR issues, as and when required.

QUALIFICATIONS, SKILLS AND EXPERIENCE

  • Bachelor’s degree in Human Resources Management, Public Administration, Business Administration or any relevant qualifications.
  • Minimum of 3 years relevant human resources management experience in a diverse INGO environment at manager level.
  • Ability to work quickly and accurately with the various computer applications including Microsoft: Word, Excel, Office Outlook, Power point, Sage VIP, Oracle plus the ability to quickly learn new applications.
  • Attention to detail and a sufficient level of numeracy.
  • Self-accountability on making decisions, managing resources efficiently and role modelling HR best practices.
  • Strong understanding of employment law and a keen interest to remain abreast with changes in labour legislation and best practices.
  • High level of integrity and Excellent communication skills.
  • Conversant with change management best practices in a multi-cultural set up.
  • Ability to demonstrate commitment to BLM’s mission and organisational values
