The Ciheb Initiative is a local nonprofit established by Board of Directors to carry out programs to strengthen health systems and improve the human condition in Malawi. Ciheb Initiative activities are funded generally by U.S. government entities through cooperative agreements. The Ciheb Initiative has received PEPFAR funding from the US government /CDC for Accelerating Malawi’s PEPFAR Laboratory Logistics and Infrastructure for Quality (AMPLIFY 2.0). This cooperative agreement aims to achieve and maintain HIV epidemic control. AMPLIFY 2.0 will strengthen the laboratory efficiency, capacity, and quality through improving laboratory infrastructure, improving laboratory data utilization for decision making, training human resources, and adhering to quality management systems.

Grants Compliance Manager – 1

 Position Description

The Grants Compliance Manager will play a key role in maintaining strong donor’s relationships with strategic funding partners and is responsible for supporting budget holders to ensure donor compliance across the project portfolio, to lead on the development of high-quality and timely donor reports and other external products and support on grant agreement negotiations.

In addition, the Grants Compliance Manager will work with Sub-contracted implementing partners to provide support in financial management and accounting in a professional, efficient, effective, and compliant manner to maintain and strengthen the effectiveness of the sub award management life cycle. requirements.

 Duties and Responsibilities:

  • Provide guidance to Management and partners to improve their understanding of the terms and conditions of grants and contracts by providing donor compliance advice and training so that programs are delivered responsibly with minimized compliance risk
  • Develop materials to facilitate Grants compliance and risk management
  • Track all Donor required reports, their dates for submission and requirements and regularly remind the responsible individuals about their obligations in reporting.
  • Carry out compliance checks of transactions, including procurement, for the program and partners in line with USG Rules and regulations, policies and guidelines.
  • Review partners reports: cash books, bank reconciliation statements, payment vouchers and all supporting documentation for completeness, adequacy and full compliance with WEI and donor regulations.
  • Provide to management and project teams periodic updates on all compliance issues and recommend actions necessary to resolve issues/concerns
  • Provide support to ensure the program and partners timely implementation of corrective actions and recommendations emanating from financial reviews, site visits and audits
  • Review and analysis of partners expenditures against approved budgets
  • Support identification of training needs of partner organizations and assist in developing relevant training materials guidelines, tools and templates as needed to ensure optimal implementation of donor compliance requirements
  • Participate in organizational capacity assessments for sub-partners, covering the finance and administrative components and support sub-partners to address identified gaps
  • Prepare and maintain grant funding records and reports.

 Qualifications, Skills and Abilities:

  • Bachelor’s Degree in Accounting or related field.
  • Professional accounting qualification and audit experience will be an added advantage.
  • At least three years’ experience working on large projects. Strong preference for experience with USG funded programs/projects.
  • Demonstrated knowledge of sub granting procedures, from sub grant start-up, sub award management, to close out
  • Experience with accounting software
  • Possess a high standard of personal and professional integrity
  • Willingness to work as a team member, taking on additional tasks as needed to ensure the overall success of the project
  • High level of attention to detail, ability to multitask and work well under pressure
  • Ability to draft clear and precise report
  • Strong analytical, organizational and interpersonal skills
