Background

Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987.  BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the MSI Reproductive Choices Partnership which works in 43 countries. BLM exists to improve quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 25 clinics, and numerous outreach clinic sites.

FINANCE MANAGER – GRANTS & COMPLIANCE

LOCATION              : Support Office – Lilongwe

REPORTING LINE    : Finance Director

Role Purpose:

The post holder will be responsible for the timely production of compliant financial management reporting to the senior leadership team and development partners.

Key Responsibilities

Preparation of Country program budgets

  • Support the timely preparation of annual operational and capital budgets, performing revisions where appropriate: budget prepared in consultation with the operations team.
  • Provide accurate expenditure reports to the country’s senior leadership for timely decision making, implementing changes as advised from time to time, and reflect these in budget forecasts.
  • Maximize resources and funding to ensure that optimal value for money is attained for the organisation: clearly defining income/cost ratio, ensuring budget holders have appropriate finance skills and providing training as required.

Management of the finance functions and financial systems, and procedures to ensure the efficient and appropriate use of financial resources.

  • Review the internal systems and processes and make recommendations for improvement to the Finance Director.
  • Properly account for BLM’s income and expenditure, its assets and liabilities, and ensure appropriate financial reports and statements are provided to the Senior Management and Leadership Team.
  • Support the redesigning and maintenance of a system of financial controls to ensure that assets are safeguarded, and income, expenditure, assets, and liabilities are correctly recorded.
  • Support the Finance Director in providing the Senior Leadership Team with financial analysis and explanations that will guide the Month End Review (MER) calls with the Regional Support Team.
  • Review of the payroll functions, ensuring that payroll, purchase ledger, other payments, and income control and recording are all done properly.

Effective management and oversight of working capital including stock, debtors, and cash.

  • Manage BLM’s cash flows including accurate cash forecasting to ensure adequate funds are available for program needs, following up and requesting cash replenishment from MSI, strict expenditure control, and a strong understanding of program requirements.
  • Manage staff advances, creditors and cash then accurate recording and reconciliation on the Balance Sheet
  • Ensure that all statutory requirements are paid on time (e.g., PAYE, VAT, Tevet, Withholding tax, etc.)
  • Support the inventory management within the country program.
  • Mitigating risks of financial loss and fraud and complying with donor and statutory audit requirements at all the times.
  • Making sure that financial accounting records are maintained in compliance with BLM systems and procedures, Donors, and Government requirements.

Management of the financial reporting, internal and statutory Audits

  • Reconcile all balance sheet control accounts on monthly basis.
  • Assist in preparation of annual financial statements / statutory accounts and subsequent annual reports.
  • Attend monthly balance sheet review calls with the Regional Support Team.
  • Managing the process of Statutory Audit.
  • Organizing annual stock take.

Team Management and Development

  • Provide line management and technical expertise to the Senior Accountant to enable personal and technical development, including both informal and structured training for them to effectively carry out their duties.
  • Provide training to finance and non-finance staff on financial and budget management.
  • Review and sign off annual OGSMs of the directs and conduct regular performance reviews to enable team targets to be met.
  • Ensures all team members in the department are developed, motivated, and engaged to continuously improve work performances.

Qualification, Experience, Competencies and Skills

  • Professionally Qualified Accountant (ACCA, CIMA, or other recognised accounting qualification), with at least 2 years post qualification experience and a member of ICAM.
  • Bachelor’s degree in accounting and/Finance from well recognized university/college.
  • Experienced and passionate in international development.
  • High proficiency in project accounting and financial management of large international projects and in financial reporting to governmental, private, and institutional donors.
  • Well conversant with multi-currency reporting and accounting.
  • Proven experience in working on major donor-funded projects and private sector.
  • High proficiency in working on both management and statutory accounts.
  • Ability to work with financial software and system (SUN systems and Q&A preferred).

  • High levels of numeracy and detail orientated.
  • Analytical approach to information gathering and dissemination.
  • Effective communicator in both financial and narrative reporting.
