Malawi Environment Protection Authority (MEPA)

The Malawi Environment Protection Authority (MEPA) was established by Section 7(1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.

MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the following vacancies tenable at its Secretariat at MEPA House, Nkhalango Street, City Centre, Lilongwe:

A. DIRECTORATE OF ENVIRONMENTAL ASSESSMENTS AND INSPECTION

Grade: ME5
Reporting to: Senior Environmental Assessments Officer

PURPOSE, ROLES AND RESPONSIBILITIES

Purpose of the Job

To provide environmental assessments services

Key Roles and Responsibilities

  1. Receiving Environmental Assessment reports.
  2. Contribute to the assessment of submitted Environmental Impact Assessments reports to ensure they comply with Malawi’s environmental laws and standards.
  3. Distribute of ESIA reports to ACESA and the relevant Lead Agencies for review.
  4. Provide technical input and recommendations on the adequacy and acceptability of the proposed environmental mitigation measures in ESIAs and ESMPS.
  5. Monitoring development activities that may degrade the environment
  6. Monitoring implementation of approve ESIAs to ensure compliance by developers and advise on corrective actions when non-compliance is identified
  7. Conduct inspections of Development projects to ensure that prescribed projects undergo ESIAs and/or environmental audits.
  8. Participate in public hearings and consultations as part of the El process to ensure that stakeholders and affected communities are heard.
  9. Work with developers, consultants, NGOs, and local communities to promote transparency and inclusivity in environmental decision making
  10. Periodically update the directory Experts capable of conducting ESIA nationally, regionally and internationally.
  11. Participate in meetings/workshops of ESIA matters.
  12. Any other duties as assigned by management.

JOB SPECIFICATIONS AND PERFORMANCE FACTORS

Qualifications and Experience

  • A BSc. in Environmental Sciences and Natural Resources.
  • At least three (3) years of experience in environmental inspections and enforcement after completing a first degree.
