Inter Aide: Maintenance Project
POSITION: District project officer
Inter Aide began maintenance projects in 1991 as part of its WASH initiatives. In 2008, the Maintenance Projects became independent and focused on setting up AFRIDEV pump maintenance services in rural areas.
The project is implemented by Inter Aide in 7 districts: Nkhotakota, Ntcheu, Balaka, Mangochi, Machinga, Thyolo, and Phalombe.
Position: District Project Officer (DPO)
Duty station: Ntcheu, with regular field trips.
Purpose of the position
Under the direct supervision of the Program Manager and Maintenance Coordinator, the DPO will manage, monitor, and support Maintenance Project activities. Depending on the program’s level of implementation in the assigned district, the officer will either support Water Department Offices in managing water hand pump maintenance networks or provide technical support to relevant stakeholders.
Major Responsibilities
- Facilitate project implementation or transition among development partners.
- Organize stakeholder meetings with Water Department staff (WD), Area Mechanics, Spare Part Shops, Area Development Committees, and Traditional Authorities to promote the project.
- Support the management of program activities in line with the project calendar, in collaboration with the Water Department.
- Strengthen WD capacity to manage maintenance networks to improve hand pump functionality.
- Conduct performance reviews of stakeholders to track progress and identify areas for support.
- Strengthen WD capacity to collect, process, and analyze field data for decision-making and reporting.
- Train and follow up with Area Mechanics and spare parts retailers.
- Promote the project and its partners at district level (including collaboration with other NGOs’ WASH programs).
- Represent Inter Aide Maintenance Project with authorities and WASH professionals.
- Ensure strict adherence to financial and administrative procedures.
- Collaborate with safeguarding stakeholders at district and community levels.
- Produce monthly, quarterly, bi-annual, and annual reports in line with Inter Aide standards.
Qualifications, Skills, and Experience
- Mature, with proven good conduct and integrity.
- Bachelor’s degree in Project Management, Community Development, Water Resources Management, or a related field.
- Diploma holders in the above fields with relevant experience will be considered.
- Possession of a valid and clean motorcycle driving license.
- Ability to manage budgets and justify expenses.
- At least 2 years of relevant experience with development programs or organizational management.
- Strong leadership, external relations, and communication skills.
- Ability to work effectively with staff and partners.
- Strong writing and presentation skills for reporting.
- Proficiency in computer applications, particularly Microsoft Excel.
- Self-motivated, with the ability to work under minimum supervision.
- Willingness to travel frequently to the field.

Conditions of Employment
- One-year renewable contract.
- Salary in line with the project salary grid.
- Expected start date: as soon as possible.
