Non-Governmental Organizations Regulatory Authority (NGORA)

The Non-Governmental Organizations Regulatory Authority (NGORA) is a statutory Corporation mandated to register and regulate operations of Non-Governmental organizations in Malawi. To deliver on its core mandate, the institution is now looking for dynamic and well versed individuals to fill the following senior management post:

Job Purpose

To ensure effective and efficient utilization of the NGORA resources in achieving its strategic objectives and ensuring the sound regulatory framework of the NGO sector.

Key Duties and Responsibilities

Finance

  1. Formulating and implementing financial management systems and operating manuals to ensure smooth operations of the financial department and adherence to Government regulations.
  2. Ensuring effective utilization of the financial management system to ensure timely and accurate financial tracking, reporting, and compliance with the NGO Board’s policies.
  3. Formulating and implementing internal controls to ensure NGO Board assets are safeguarded.
  4. Leading in managing audit processes and ensuring prompt implementation of audit recommendations
  5. Preparing quarterly and annual management accounts for use by the Authority.
  6. Keeping stakeholder’s financial management feedback mechanisms including suggestions for continuous learning and knowledge management.
  7. Formulating annual budgets and work plans for the Authority and facilitating their effective implementation.
  8. Developing and implementing resource mobilization strategies for the Authority.
  9. Guiding the development and submission of reports to Development Partners and the Government in line with the grant agreements.

Administration and Human Resources

  1. Guiding employees in the development of work plans and annual budget.
  2. Formulating, implementing, monitoring, and reviewing Human Resources and Administrative manuals and policies.
  3. Overseeing the recruitment and selection process of staff is in line with prevailing terms and conditions of service to ensure candidates with required skills are recruited to achieve the goals and objectives of the Board.
  4. Developing, coordinating, and monitoring employee development.
  5. Overseeing implementation of administrative services that include office support services and fleet and asset management.
  6. Developing and orienting staff on Key Performance Indicators (KPI) and facilitate implementation of performance appraisals.

Other

  1. Acting as a focal person on issues relating to Terrorism Financing and Anti-Money Laundering relating to NGO work.
  2. Facilitating the establishment of a relationship with the Ant Corruption Bureau (ACB), Finance Intelligent Authority (FIA), Malawi Police, and other relevant stakeholders.
  3. Arranging and coordinating meetings for the Authority’s’ Board of Directors in consultation with the Chief Executive Officer.
  4. Supporting the mediation, litigation, arbitration, and administration of hearings to resolve disputes.
  5. Developing and review NGO legislation, regulations, guidelines, and strategic documents for the Authority.
  6. Developing and training NGO board of directors and executive directors in good corporate governance and regulatory requirements.
  7. Producing and issue licenses to compliant NGOs.

Minimum Qualifications and Experience

Suitable applicants:

  • Must be a holder of a Bachelor’s and a Master’s Degree in either Business Administration, Accounting or Public Administration obtained from a reputable learning institution(s) of higher learning recognized by National Council for Higher Education (NCHE).
  • Must be a qualified accountant or chartered secretary and / or administrator
  • 5 years working experience in a similar position
  • Demonstrated leadership and organization skills
  • High degree of integrity and good conduct
  • Excellent oral and technical writing skills
  • Ability to interface effectively and professionally at all levels
  • Ability to develop solutions for simple and complex problems
