
National Local Government Finance Committee (NLGFC)
The National Local Government Finance Committee (NLGFC) was established under section (149) (1) of the Republic of Malawi Constitution and further powers and functions conferred on it by the Local Government Act (1998), The core functions as defined by Constitution includes: (a) Budget: to receive all estimates of revenue and all projected budgets of all LGAs; to prepare a consolidated budget for all LGAs; (b) Accounting and financial management; to examine and supervise accounts of LGAs; Receive final accounts from LGAs and forward a copy to the Auditor General; to disallow any item of expenditure and to surcharge. (c) Fiscal allocation and transfers; to make recommendations relating to the distributions of funds allocated to LGAs; and with further function to support and enhance local development project management; to enhance Infrastructure and Socio-economic Development; and Support performance improvement in councils.
The NLGFC seeks to strengthen its human capacity to effectively and efficiently deliver its constitutional mandate and functions by engaging suitably qualified, experienced, self-motivated and result oriented Malawian professionals to fill vacant positions of Directors tenable at the NLGFC offices, Area 14, Lilongwe. The following are the positions.
Job Title: Director of Corporate and Strategic Support Services (No. of Posts 1)
Grade: FC2
Responsible to: Executive Director
Responsible for: Human Resource & Administration Manager FC3; Information Communications Technology Manager – FC3; Knowledge Management and Communications Manager – FC 3
Purpose
Ensure effective provision and management of Corporate and Strategic support services including human resource and administration, Information and Communication Technology and Knowledge Management and Communications Services.
Key Roles and Responsibilities
- Facilitating the formulating, monitoring, reviewing and interpreting NLGFC policies, standards, procedures and strategies (Performance management, assets management, HR, training, ICT, Communication, etc.) to ensure effective delivery of corporate services.
- Developing, reviewing and implementing staff and service contracts in compliance with legal and regulatory requirements.
- Designing and cultivating learning and development strategies to help staff identify areas where skills and experience can be expanded, increasing performance
- Developing succession planning and talent management strategies to prepare staff for leadership and managerial positions;
- Coordinating and supporting the functions of ICT, HR & Admin and Knowledge Management to ensure effective implementation of institutional programmes.
- Monitoring performance, coaching/mentoring and undertaking performance appraisal for staff
- Support NGFC Board meetings and travels
Required Qualifications
Master’s Degree in Strategic Management or Business Administration or any related discipline from recognized institution.
Person Specifications
- Eight (8) years’ relevant work experience in a Senior Government or Public Institution.
- Self-starter with proven ability to work effectively and efficiently under pressure and in complex organizational settings.
- Highly developed analytical thinking, integrity, decisive judgement capabilities.
- Excellent interpersonal skills with the ability to establish trust and respect with people from a diverse range of backgrounds and professions.
- A strong team-player and collaborator with a mind-set to jointly achieve objectives while also taking personal ownership.
- Strong leadership and strategic planning skills
Salary Scale
National Local Government Finance Committee salary scale for the Grade shall apply.
