Position : Depot Safety and Operations Officer
Department : Operations / HSSE
Location : Chitedze LPG Depot, Lilongwe
Reports To : Operations Director
- Job Purpose
The Depot Safety and Operations Officer is responsible for ensuring safe, efficient, and compliant operations at the LPG depot. The role focuses on maintaining high Health, Safety, Security and Environmental (HSSE) standards while overseeing daily depot operations including LPG storage, cylinder handling, loading, and dispatch. The officer ensures compliance with company procedures, national safety regulations, and international LPG handling standards.
- Key Responsibilities
Safety, Health, Security and Environmental (HSSE) Management
- Implement and enforce LPG safety procedures and operational standards.
- Conduct routine safety inspections of LPG tanks, cylinders, pumps, valves, and filling equipment.
- Ensure strict compliance with fire safety and hazardous material handling procedures.
- Monitor use of Personal Protective Equipment (PPE) by depot staff and contractors.
- Maintain emergency response readiness including firefighting systems and evacuation plans.
- Conduct safety drills (fire, gas leak, evacuation) regularly.
- Investigate incidents, accidents, near misses and prepare reports with corrective actions.
- Ensure compliance with local regulatory requirements and company HSSE policies.
- Maintain safety documentation including permits, inspection logs, and incident registers.
Depot Operations Management
- Supervise safe receipt, storage, and dispatch of LPG products.
- Monitor cylinder filling, handling, and dispatch processes.
- Ensure accurate stock control for LPG bulk storage and cylinders.
- Coordinate loading and offloading of LPG tanker trucks.
- Ensure equipment such as pumps, compressors, and filling scales operate safely and efficiently.
- Monitor depot housekeeping and maintain high operational standards.
- Coordinate routine maintenance of depot equipment and infrastructure.
- Assist in managing depot logistics including delivery schedules.
Compliance and Documentation
- Maintain operational and safety records for the depot.
- Ensure proper documentation of LPG stock movements and cylinder tracking.
- Support internal and external safety audits.
- Ensure compliance with environmental protection standards.
- Maintain depot operational procedures and ensure staff adherence.
Staff Supervision and Training
- Supervise depot operators, loaders, and casual staff.
- Train staff on LPG handling safety procedures.
- Conduct safety briefings and toolbox talks.
- Ensure new staff receive safety induction training.
Emergency Management
- Act as the first responder during LPG depot operational emergencies.
- Coordinate emergency response for gas leaks, fires, or accidents.
- Liaise with local emergency services when required.
- Ensure fire protection equipment is regularly inspected and functional.
- Key Performance Indicators (KPIs)
- Zero Lost Time Injuries (LTI).
- Compliance with safety inspection schedules.
- Accurate LPG stock management.
- Incident reporting and corrective action implementation.
- Staff safety training completion rates.
- Equipment uptime and operational efficiency.
- Qualifications and Experience
- Diploma or Degree in Engineering, Occupational Health & Safety, Logistics, or related field.
- Minimum 3–5 years experience in LPG operations, petroleum depot operations, or hazardous materials handling.
- Training in Fire Safety, HAZMAT, or Occupational Health & Safety is an added advantage.
- Knowledge of LPG handling standards and MERA and MBS regulatory requirements.

- Working Conditions
- Based at LPG depot with exposure to industrial operations.

- May involve shift work and emergency call-outs.
- Authority Levels
- Authority to stop unsafe operations.
- Authority to enforce safety procedures at the depot.
- Authority to recommend disciplinary action for safety violations.
