NIRAS in Malawi

We have implemented projects in Malawi https://www.niras.com/offices/malawi/  since 1995 under LTS International, which is now part of the NIRAS group (NIRAS-LTS). Of NIRAS’s 25 years’ experience in Malawi, we have been working with Centre for Development Management (CDM) Consulting for nearly 20 of those years. Together CDM and NIRAS have completed nearly a dozen assignments.

We are participating in key projects such as:

  • Knowledge, Policy and Implementation Support Manager for Building Resilience and Adapting to Climate Change (BRACC) for 2020-2023
  • Commercial Agriculture for Smallholders and Agribusiness (CASA) from 2019-2024
  • The Support to Parliament and Media Strengthen Governance in the Agriculture sector from 2018-2022.
  • We assisted the Government of Malawi in developing an integrated multi-sectoral Shire River Basin Plan from 2014 to 2017.
  • We provide services within the field of Agriculture, Climate Adaptation and Resilience, Forestry, Governance, as well as and Monitoring, Evaluation and Learning (MEL).

We are bidding for the project funded by MCA-Malawi II ‘Technical Assistance in Support of the Implementation of the Land Administration Resourcing and Institutions Activity’ and looking for the following local/regional specialists:

Land Administration Expert

Qualifications and skills

  • University Degree (those with a master’s degree or higher will have an added advantage) in economics, land administration, economics, land surveying, land management, land use planning, geography, law or another related field.

Professional Experience

  • Ten (10) or more years of experience working in consulting assignments and projects involving the strengthening of land administration institutions responsible for land rights registration, records and information management, and land transaction management.
  • Experience with analysis of and implementation of reforms to land administration policies, procedures, business processes, legislation and institutions.
  • Experience serving as the senior lead responsible for work products submitted to multi-lateral or bi-lateral partners.
  • Excellent diplomacy and cultural awareness and the ability to interact positively with all stakeholders, especially at the ministerial level.
  • Experience leading and working with multi-disciplinary teams.
  • Experience in sub-Saharan Africa.
  • Fluency in written and spoken English.

Public Financial Management Expert

Qualifications and skills

University Degree (those with a master’s degree or higher will have an added advantage) in economics, finance, law, public administration or other related field.

Professional Experience

  • Ten (10) or more years of experience supporting financial management in the public sector in developing and emerging economies.
  • Experience leading work related to land-based revenues (such as ground rents and property taxes) and financial management in the land administration sector.
  • Experience leading public sector finance work in the sub-Saharan Africa region.
  • Professional experience in public financial management and implementing public financial management reform within national and sub-national institutions.
  • Prior experience on donor-funded technical assistance programs for PFM assessments, strategic reforms, and implementation.
  • Demonstrated experience with public financial management assessments and diagnostic tools (e.g., TADAT, PEFA, MTFFs, MTBFs, PERs, PETs, FRAs, PIMs and budget transparency).
  • Excellent diplomacy and cultural awareness and the ability to interact positively with all stakeholders, especially at the ministerial level.
  • Fluency in written and spoken English.

Land Legal Expert

Qualifications and skills

A University Degree in Law (those with a master’s degree or higher will have an added advantage).

Professional Experience

  • Ten (10) years of experience managing multi-disciplinary and highly complex legal and regulatory support with specific experience in drafting legal instruments.
  • Ten (10) years of work experience in land legislation, in institutional, business or commercial organizations.
  • Experience in communicating orally and in writing with a range of stakeholders, including senior Government officials.
  • Ability to lead and train additional facilitators as necessary.
  • Experience in sub-Saharan Africa.
  • Fluency in written and spoken English.

Political Economy and Change Management Expert

Qualifications and skills

A University Degree (those with a master’s degree or higher will have an added advantage) in political science, political economy, public administration, sociology, economics, or a related field.

Professional Experience

  • Five (5) or more years of experience working in the field of political economy, preferably in a developing country context.
  • Experience conducting analyses on political and economic issues and related to change management within reforming institutions, analyzing data, and presenting findings to stakeholders.
  • Experience effectively and credibly facilitating dialogue among a variety of stakeholders and facilitating viable solutions identification on complex legal, administrative, and public finance,
  • Experience using analysis to design and implement effective change management programs inside institutions.
  • Experience working with government agencies, civil society organizations, or international development organizations on political economy issues.
  • Experience in three (3) or more similar projects, preferably in developing countries or Sub-Saharan Africa.
  • Fluency in written and spoken English.
