The National Economic Empowerment Fund Limited (NEEF) is a government owned Microfinance Institution whose mission is to economically empower ordinary and underserved Malawian (particularly women, youth, and persons with disability) through the provision of quality, affordable and sustainable microfinance services for better health.

Following the approval of the Functional Review and the rolling out of the same, NEEF invites internal applications who are suitably qualified, mature, ambitious with a passion for results, respect for ethics and hands-on experience to fill the following vacant positions:

Chief Valuation Officer (Grade NF4)

The Chief Valuation Officer will report to Valuation Manager and shall be responsible for appraising and estimating the value of both landed and other properties pledged as collateral or otherwise in terms of condition/size for purposes of either security perfection or security repossession.

Key Duties and Responsibilities.

  • Providing key input in the development, review and implementation of policies, plans, budgets and strategies for valuation services division.
  • Verifying the ownership and geographical validity of properties pledged as collateral
  • Performing valuations of high value properties pledged as collateral for the certification by the Valuation Manager & In liaison with the Recoveries Division facilitating confiscation of properties in cases of loan default.
  • Maintaining and safeguarding accurate and up-to-date records of all collaterals pledged, perfected and held by NEEF thereby ensuring integrity of the records held.
  • Facilitating transfer of confiscated properties to auctioneers and maintaining proper safety and security of the properties
  • Managing the disposal process for confiscated properties as directed, ensuring compliance with NEEF policy during
    transactions
  • Facilitating and conducting periodic security discharges for clients who have completed repaying their loans.
  • Conducting client and property existence monitoring to verify the continued existence of both the properties and clients
  • Collaborating with legal services in adjudication matters involving collateral to ensure compliance with relevant regulations
  • Preparing periodic reports for both internal and external stakeholders.

Qualification and Experience

  • Master’s Degree in Property Valuation, Real Estate Management, Land Economics, Surveying and Land Management or a related field obtained from institutions accredited by NCHE.
  • Certified by the Land Economy Board.
  • Registered Valuer with the Surveyors Institute of Malawi
  • Three (3) years of working experience, with at least 2 years at similar management level.
