Call for Proposals to Conduct Climate Change Budget Analysis and Tracking to Guide Advocacy for Increased Government Climate Financing
1.   BACKGROUND

The Centre for Environmental Policy and Advocacy (CEPA) is implementing the Voices for Climate Justice: Empowering Malawi’s Vulnerable Communities for a Resilient and Just Future project together with the Catholic Development Commission in Malawi (CADECOM) supported by the Embassy of Ireland through the Norwegian Church Aid and DanChurch Aid (NCA-DCA). The overall goal is to enhance climate and environmental justice for vulnerable communities in Malawi by strengthening local advocacy and accountability mechanisms. Specifically, the project will empower faith actors and community groups on environmental and climate justice advocacy and ensure duty bearers are accountable and responsive to faith-led advocacy initiatives on environmental and climate justice.

Malawi is highly vulnerable to climate change hazards, including droughts, cyclones, floods, and erratic rainfall patterns that threaten food security, water availability, and livelihoods. Despite this vulnerability and the country’s commitments under the Paris Agreement and its Nationally Determined Contribution (NDC), domestic budget allocation for managing climate change remains inadequate.

Understanding government budget allocation and expenditure on climate change is critical for effective advocacy. A comprehensive budget analysis will reveal the gap between commitments and actual financing, identify priority areas for increased investment, and provide evidence to support advocacy for enhanced domestic climate financing.

This study will conduct a detailed analysis of climate change-related budget allocations and expenditures across relevant government ministries and departments, track trends over multiple fiscal years, and develop recommendations to guide advocacy by faith actors for increased and more effective climate financing.

2.   OBJECTIVES OF THE ASSIGNMENT

Main Objective: To conduct a comprehensive climate change budget analysis and tracking exercise to assess government climate financing and develop evidence-based advocacy recommendations for increased domestic climate financing.

Specific Objectives:

  • Analyse budget allocations of the 2026/2027 financial year across relevant ministries and departments that contribute to the implementation of Malawi’s Nationally Determined Contributions (NDCs), covering key sectors while drawing insights from the previous 4 years
  • Track actual expenditure of the 2024/2025 towards the implementation of the Nationally Determined Contributions in the key sectors
  • Assess the adequacy of budget allocations in relation to NDC commitments and climate needs
  • Identify budget gaps, inefficiencies, and areas requiring increased investment
  • Develop advocacy recommendations and key messages for increasing access to finance for climate change management

3.   DELIVERABLES

The consultant is expected to deliver the following:

  • Inception report with methodology and climate budget tracking framework
  • Draft budget analysis report
  • Final budget analysis report incorporating feedback
  • Policy brief with advocacy recommendations and key messages
  • Climate budget tracking tool for ongoing CSO monitoring

4.   DURATION OF ASSIGNMENT

The assignment has to be completed within 20 days from the date of contract signing.

5.   CONSULTANT QUALIFICATIONS AND EXPERIENCE

Education:

  • Advanced degree (Master’s or PhD) in Economics, Public Finance, Development Studies, Climate Change, or related field
  • Additional qualifications in budget analysis or public financial management will be an advantage

Experience:

  • Minimum 8 years of experience in budget analysis, public finance, or economic policy analysis
  • Proven expertise in climate finance tracking and analysis
  • Strong knowledge of Malawi’s budget processes and public financial management systems
  • Experience in analysing government budgets and expenditure tracking
  • Understanding of climate change policy and NDC implementation
  • Experience in gender-responsive budgeting will be an advantage
  • Excellent quantitative analysis and data visualization skills
  • Strong report writing and communication skills
