Call for Proposals to Conduct a Policy Analysis on Environment and Climate Change

  1. BACKGROUND

The Centre for Environmental Policy and Advocacy (CEPA) is implementing the Voices for Climate Justice: Empowering Malawi’s Vulnerable Communities for a Resilient and Just Future project together with the Catholic Development Commission in Malawi (CADECOM) supported by the Embassy of Ireland through the Norwegian Church Aid and DanChurch Aid (NCA-DCA). The overall goal is to enhance climate and environmental justice for vulnerable communities in Malawi by strengthening local advocacy and accountability mechanisms. Specifically, the project will empower faith actors and community groups on environmental and climate justice advocacy and ensure duty bearers are accountable and responsive to faith-led advocacy initiatives on environmental and climate justice.

Malawi has developed various policies, laws, and institutional frameworks to address environmental degradation and climate change.  However, Malawi remains one of the most vulnerable countries to the impacts of climate change despite contributing insignificantly to global greenhouse gas emissions.

 This policy analysis will examine the existing climate change policy framework in Malawi, assess its effectiveness, identify gaps and inconsistencies, and provide recommendations for strengthening policy coherence and implementation. The study will inform the project’s advocacy strategy and contribute to evidence-based policy dialogue with government and other stakeholders.

2.   OBJECTIVES OF THE ASSIGNMENT

Main Objective:

To conduct a comprehensive policy analysis of Malawi’s climate change policies, assess their effectiveness, coherence, and implementation status, and provide actionable recommendations for policy improvement.

Specific Objectives:

  • Map and review all relevant policies, laws, plans and strategies related to climate change in Malawi
  • Assess the alignment climate change policy instruments with international frameworks and commitments
  • Evaluate the institutional framework for policy implementation and coordination
  • Identify policy gaps, weaknesses, and barriers to effective implementation of the policy instruments
  • Develop specific, actionable recommendations for improving the policy framework for environment and climate change and strengthening its implementation

3.   DELIVERABLES

The consultant will be expected to deliver the following:

  • Inception report with methodology and work plan
  • Policy matrix mapping all relevant policies and their key provisions
  • Draft policy analysis report
  • Final policy analysis report incorporating stakeholder feedback
  • Policy brief

4.   DURATION OF ASSIGNMENT

The assignment is expected to be completed within 20 days from the date of contract signing.

5.   CONSULTANT QUALIFICATIONS AND EXPERIENCE

Education:

  • Advanced degree (Master’s or PhD) in Environmental Policy, Public Policy, Environmental Law, Development Studies, or related field
  • Additional qualifications in policy analysis or climate change will be an added advantage

Experience:

  • Minimum 8 years of experience in environmental policy analysis, climate change, or natural resource management
  • Proven track record of conducting policy analysis and producing high-quality analytical reports
  • Strong knowledge of Malawi’s policy and institutional landscape in environment and climate sectors
  • Understanding of international climate frameworks and their linkages to national policy
  • Experience in stakeholder engagement and conducting key informant interviews
  • Excellent analytical, research, and writing skills
  • Understanding of gender and social inclusion issues in environmental governance
