Call for Proposals to Assess International Commitments by Developed Countries towards Climate Justice

1.   BACKGROUND

The Centre for Environmental Policy and Advocacy (CEPA) is implementing the Voices for Climate Justice: Empowering Malawi’s Vulnerable Communities for a Resilient and Just Future project together with the Catholic Development Commission in Malawi (CADECOM) supported by the Embassy of Ireland through the Norwegian Church Aid and DanChurch Aid (NCA-DCA). The overall goal is to enhance climate and environmental justice for vulnerable communities in Malawi by strengthening local advocacy and accountability mechanisms. Specifically, the project will empower faith actors and community groups on environmental and climate justice advocacy and ensure duty bearers are accountable and responsive to faith-led advocacy initiatives on environmental and climate justice.

Climate change disproportionately affects developing countries, despite their minimal contribution to global greenhouse gas emissions. Developed countries have made various commitments under international frameworks such as the United Nations Framework Convention on Climate Change (UNFCCC), Paris Agreement, and at successive Conferences of Parties (COPs) to the Convention. However, there remains a critical gap in the implementation and effectiveness of these commitments, particularly regarding provision of climate finance, capacity building, technology transfer and the loss and damage mechanism.

This study will provide a comprehensive assessment of developed countries’ commitments to climate justice, analyse their implementation status, and develop a policy brief to guide advocacy efforts by faith actors under the project.

2.   OBJECTIVES OF THE ASSIGNMENT

Main Objective:

To conduct a comprehensive assessment of international commitments made by developed countries towards climate justice and develop a policy brief for advocacy engagement.

Specific Objectives:

  • Review and document international commitments made by developed countries under the UNFCCC, Paris Agreement in relation to provision of climate finance, capacity building, technology transfer and loss and damage mechanism
  • Assess the implementation status of climate finance commitments, including the $100 billion annual pledge
  • Analyse commitments related to technology transfer, capacity building, and the loss and damage mechanisms
  • Identify gaps between commitments and actual implementation, with particular focus on impacts on developing countries
  • Examine the gender responsiveness and inclusion of vulnerable groups in the commitments by developed countries towards climate justice
  • Develop a policy brief with clear recommendations for advocacy

3.   DELIVERABLES

The consultant will be expected to deliver the following;

  • Inception report outlining methodology and work plan
  • Draft assessment report
  • Draft policy brief
  • Final assessment report incorporating feedback
  • Final policy brief incorporating feedback
  • Presentation of findings to CEPA and partners

4.   DURATION OF ASSIGNMENT

The assignment is to be completed within 20 days from the date of contract signing.

5.   CONSULTANT QUALIFICATIONS AND EXPERIENCE

Education:

  • Advanced degree (Master’s or PhD) in Environmental Policy, Climate Change, International Relations, Law, or related field
  • Additional qualifications in climate finance or international development will be an advantage

Experience:

  • Minimum 7 years of experience in climate change policy, environmental law, or international development
  • Proven experience in analysing international climate agreements and commitments
  • Experience with UNFCCC processes and attendance at COP meetings will be a distinct advantage
  • Demonstrated expertise in climate finance mechanisms and tracking
  • Strong analytical and research skills with experience in policy brief development
  • Experience working with civil society organizations
  • Excellent written and verbal communication skills in English
  • Understanding of gender and climate justice issues
