- Background
The Netball Association of Malawi (NAM) is the national governing body for netball in Malawi, responsible for the development, promotion, and administration of the sport at district, regional, and national levels. As netball continues to grow in popularity and participation across the country, NAM seeks to strengthen its governance framework to ensure transparency, accountability, efficiency, and alignment with international best practices.
To achieve this, NAM is commissioning a comprehensive review of its current Constitution and the development of a robust set of policies, procedures, and guidelines that will guide the effective administration of netball in Malawi. This exercise will incorporate relevant guidelines from Malawi National Council for Sports, Malawi Sports Policies, World Netball (the international governing body) and Africa Netball (the continental federation), as well as globally recognized best practices in sports governance and development.
- Objectives
The overall objectives of the consultancy are to:
- Conduct a thorough review of the existing NAM Constitution to identify gaps, inconsistencies, and areas for improvement in line with World Netball and Africa Netball requirements and international best practices in sports governance.
- Draft a comprehensive suite of policies, procedures, and guidelines that support effective, inclusive, and sustainable administration of netball in Malawi.
- Ensure that all outputs promote good governance, player welfare, talent development, and professional standards in coaching, umpiring, and technical officiating.
- Scope of Work
The consultant(s) will undertake the following key tasks:
3.1 Review of the NAM Constitution
- Analyze the current NAM Constitution against Ministry of Sports requirements, National Sports Policies, MNCS Guidelines, World Netball and Africa Netball governance standards and best practices in sports administration.
- Identify strengths, weaknesses, and recommendations for amendments.
- Propose a revised Constitution (or marked-up version with changes) that enhances governance, inclusivity, and operational effectiveness.
- Discuss and ensure alignment with all stakeholders and affiliates of Netball Association of Malawi
3.2 Drafting of Policies, Procedures, and Guidelines
Develop clear, practical, and enforceable documents covering (but not limited to):
- Umpiring, Coaching, and Bench/Technical Officiation Guidelines – including accreditation pathways, standards, and continuing professional development.
- Dispute Resolution and Disciplinary Procedures – fair, transparent, and proportionate processes for handling complaints, appeals, and sanctions.
- Terms of Reference (ToRs) for all committees established under the Constitution.
- Elections Guidelines – transparent and democratic procedures for district, regional, and national elections.
- Committee Guidelines for:
- District, regional, and national administration.
- Umpiring and coaching committees.
- Social welfare committee (including safeguarding, equity, and player welfare).
- Netball Development Pathways – structured progression frameworks for players, coaches, umpires, and technical officials, aligned with World Netball and Africa Netball talent development models.
- Anti- Corruption Guidelines
- Membership Structure and Categories
- Affiliation support provisions
- Voting Rights and Representation
- Safeguarding Guidelines and any other policies and guidelines that may be required in the course of the levies.
All documents must be consistent with the revised Constitution, Malawian law, MNCS Guidelines, National Sports Policies, World Netball and Africa Netball rules, and international best practices in sports development and governance.
3.3 Stakeholder Engagement
- Consult with NAM executive members, district and regional representatives, coaches, umpires, players, Council and Ministry of Sports Officials, External Auditor, other sports associations and other key stakeholders through workshops, interviews, or written submissions.
- Present drafts to NAM for feedback and incorporate revisions as required.
- Expected Deliverables
- Inception report outlining methodology, work plan, and stakeholder engagement strategy (within 2 weeks of contract signing).
- Review report on the current NAM Constitution with recommendations.
- Revised NAM Constitution (clean and tracked-changes versions).
- Complete set of drafted policies, procedures, and guidelines as specified in the scope.
- Final consultancy report summarizing the process, key findings, and recommendations.
- Presentation of final outputs to NAM leadership and stakeholders for approval at the NAM AGM
All deliverables must be provided in editable electronic format (Microsoft Word) and PDF.
- Timeline
The consultancy is expected to be completed within 4–6 months from the date of contract signing. A detailed timeline will be agreed upon in the inception phase.
- Consultant Qualifications and Expertise
Eligible consultants (individuals, firms, or consortia) must demonstrate:
Essential:
- Advanced degree(s) in Sports Management, Law, Governance, Public Administration, or a related field.
- At least 7 years of professional experience in sports governance, policy development, governance or constitutional review.
- Proven experience in drafting governance documents for sports federations or non-profit organizations.
- Strong understanding of sports administration principles and stakeholder consultation processes.
Desirable (added advantage):
- Previous work with netball or other sports federations in Africa or internationally.
- Direct experience with local and international sports governance frameworks.
- Familiarity with Malawian sports governance context and relevant national legislation.
- Experience in developing talent pathways, safeguarding policies, or disciplinary procedures in sport.
Consortia combining expertise in sports management and legal/governance are encouraged.
- Submission Requirements
Interested consultants should submit:
- Technical Proposal (max 15 pages) detailing:
- Understanding of the assignment.
- Proposed methodology and work plan.
- Relevant experience and CVs of key personnel.
- Examples of similar previous work.
- Financial Proposal (separate document) with a detailed budget (inclusive of all taxes, travel, and consultation costs).
