In Malawi, MSF collaborates closely with the Ministry of Health and the local community, particularly in the Cervical Cancer project in the Blantyre and Chiradzulu districts, as well as the CBO Project in Zalewa and Dedza District.

MSFF is looking for its Blantyre Office:

BIOMED TECHNICIAN – MATERNITY COVER

Workplace : Blantyre – Queen Elizabeth Central Hospital
Type of contract : 5 months Fixed term maternity cover
Start date : Mid-February

Main Purpose of the Position

Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards to guarantee quality and efficiency of the service provided.

Main Responsibilities

Asset Management:

• Must know all biomedical devices present on the project(s). Must be able at any time to give the condition and location of this equipment.
• Understands the technical documentation, operating principle and use of each piece of biomedical equipment on the project/mission.
• Ensure that as few items are out of service at any given time.
• Organises and participates in installation and replacement of biomedical equipment.
• Identifies any issues or problems in any of the locations the equipment is used. Reports these to the supervisor and proposes solutions. (Training of staff on a device, operating procedures …)
• Takes the lead in organising user training where required.
• Maintains the equipment files securely and ensures they are up to date; identification cards, maintenance forms, intervention requests, repair forms, guarantee certificates, etc…
Maintenance:
• Create the maintenance schedule for the equipment park and ensure it is followed.
• Carry out preventive and curative maintenance works according to protocols/manuals.
• Record and file records of all maintenance (preventive and curative). The date of intervention, replaced parts, problems and solutions should be included.
• Ensure good care of equipment by the medical teams and ensure that cleaning and simple maintenance is properly carried out.
• If maintenance work requires further assistance, documentation or additional tools this shall be requested from, and provided by, the supervisor.
• Report equipment failures identified by users. Make a first diagnosis and repair proposal to the supervisor.
• Create and regularly update the preventive maintenance schedule according to the advice of the support documentation, the manufacturer’s recommendations or the Biomedical Referent.
Stock Management:
• Manages inventory of spare parts and avoid stock rupture by making regular and timely proposals for orders to his superior.
• In collaboration with hospital log manager, country biomed and pharmacy stock manager, ensures adequate stock of consumables for biomedical devices.
• Keep track of the arrival of orders and returned repairs, request information in case of delay and / or emergency.

Specific Accountabilities

A. Installing and putting into service material and equipment for MSF programs:

• Checking that the areas allocated are appropriate for the correct use of apparatus (e.g. fridges and freezers for the cold chain)
• Checking that electrical installations “conform” with correct and efficient usage
• Gathering information and documentation on equipment before installing any new items (reading the installation and user’s guide)
• Carrying out tests and adjustments before the equipment is put into general use
• Checking installations conform to security norms (earthed, fire extinguishers, etc.)
• Informing his line manager without delay in the event of any problems

B. Carrying out the maintenance, follow up and repairs on MSF’s installations or equipment or those used by MSF during its activities

• Carrying out the maintenance and monitoring of installations and equipment, in accordance with the instructions given by the manufacturer and following MSF’s guides and protocols
• Identifying the problem in the event of breakdown and reporting to his supervisor (if the breakdown is relatively major), advising the latter on the different options available, waiting for his supervisor’s green light before any intervention
• If necessary, contacting the Logistics Department in Paris and Bordeaux for advice or additional information
• Classifying and archiving the follow up and repair forms
• Updating the network of persons and suppliers for repairs and spare parts

C. Working on the following installations:

• Electrical regulation appliances (stabilisers, inverters, etc.)
• Fridges and freezers for the cold chain
• Operating theatre and maternity ward equipment (operating-table lamps, operating/delivery tables, electric scalpels, aspirator, etc.)
• Anaesthesia material (aspirator, oxygen concentrator, etc.)
• Radiology material
• Hospitalisation material (oxygen concentrator, etc.)
• Sterilisation material (different types of autoclave)
• Laboratory material

D. Being responsible for his tools and equipment

• Carrying out a monthly physical inventory of his tools and passing it on to his manager
• Using tools and equipment placed at his disposal correctly

E. Managing any personnel under his supervision

• Drawing up and following the schedule according to the activity and needs, passing the schedule to his manager at the beginning and end of each month
• Drawing up and following up daily worker forms, passing them to his manager at the end of each week
• Possibly being asked to pay daily workers, depending on the circumstances

Requirements

Education: Diploma in Biomedical engineering or Mechanical engineering or Electrical engineering

Experience: At least 2 years in Experience biomedical engineering

Language: Fluency in English and Chichewa

Knowledge: Essential computer literacy (word, excel, internet)
