The Lilongwe City Council is inviting suitably qualified and experienced Malawians to fill the following vacant posts on a fixed 24-month term.

JOB PURPOSE

To provide professional valuation services for properties within Lilongwe City, ensuring accurate valuation of land and buildings for property rates, compensation, acquisitions, disposals, leasing, and other municipal purposes in accordance with applicable laws, regulations, and professional standards.

KEY DUTIES AND RESPONSIBILITIES

• Conduct inspections and valuations of residential, commercial, industrial, institutional, and agricultural properties.
• Prepare valuation reports for property rating, compensation, acquisition, disposal, leasing, and insurance purposes.
• Maintain and update the Council’s valuation roll and property database.
• Assess market values, rental values, and replacement costs using appropriate valuation methods.
• Provide technical advice on property valuation matters to Council management and other departments.
• Verify property ownership, land use, developments, and improvements affecting property values.
• Participate in property rating exercises and periodic revaluations.
• Assist in resolving valuation disputes and appeals.
• Collect, analyse, and maintain property market data.
• Liaise with government departments, landowners, developers, surveyors, estate agents, and other stakeholders.
• Ensure compliance with relevant land, valuation, and local government legislation.
• Prepare technical reports and presentations for Council committees and management.
• Perform any other duties assigned by the Director.

SKILLS AND COMPETENCIES

• Knowledge of property valuation principles and methodologies.
• Understanding of land administration, property taxation, and local government legislation.
• Strong analytical and numerical skills.
• Proficiency in valuation software, GIS, and Microsoft Office applications.
• Excellent report-writing and communication skills.
• Ability to interpret property market trends and data.
• Strong negotiation and interpersonal skills.
• High level of integrity, professionalism, and attention to detail.
•  Ability to work independently and as part of a multidisciplinary team

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree in Land Economy, Real Estate Management, Property Studies, Valuation/Bachelor of Science in Land Management (majoring in Land Economy), or a related field from a recognized institution.
• Registration with the appropriate professional body, such as the Surveyors Institute of Malawi (Valuation Chapter), is an added advantage.
• A valid practicing license, where applicable.
• A minimum of 2–3 years’ relevant experience in property valuation, rating, estate management, or real estate.
• Experience in local government or public sector valuation is an added advantage.
