The Local Government Service Commission is inviting applications from suitable qualified Malawians to fill the following vacant positions existing at ZOMBA CITY COUNCIL.

POST : Chief Procurement Officer
Grade: M3/F
SALARY: Within the range of Grade F/M3 salary scale segment

QUALIFICATIONS

  • Applicants must possess a minimum of a Bachelor’s Degree in Procurement and Supply Chain Management, Procurement, Purchasing and Supply, or an equivalent qualification obtained from an accredited and recognised university.
  • Be a paid-up member of the Malawi Institute of Procurement and Supply (MIPS), where applicable. This aligns with the PPDA’s published requirements for the position plus five (5) years’ experience in procurement and Supply Chain Management.
  • Demonstrate sound knowledge of Malawi’s public procurement and disposal of public assets laws, regulations, procedures and guidelines.
  • Must have practical knowledge of electronic procurement systems, particularly the Malawi National Electronic Procurement System (MANePS)

DUTIES:

  • Developing, reviewing, implementing, interpreting and monitoring procurement and disposal policies, plans, strategies, programs, systems and procedures including budgets
  • Preparing Tender Documents, pre-qualification and contract documents and administering procurement contracts
  • Interpreting procurement and disposal policies and regulations
  • Coordinating preparation of Procurement Notices for advertisement with the media.
  • Providing technical advice and servicing Internal Procurement and Disposal Committee and other relevant committees
  • Developing and monitoring procurement and disposal information system
  • Coordinating inspection of goods and equipment supplied or to be supplied
  • Conducting performance rating and supplier appraisal for all suppliers of goods and services
  • Preparing mandatory and evaluations reports
