BACKGROUND
The Malawi Agricultural and Industrial Investment Corporation (MAIIC) Plc is a local development finance institution (DFI) incorporated in November 2018 under the Company’s Act of 2013.
The company was established to bridge the long-term financing gap in Malawi and spearhead private sector development. MAIIC is a commercially oriented DFI set up to play a leading role in socio-economic development in the country.

The Monitoring and Evaluation Officer is responsible for designing, implementing, and managing robust Monitoring & Evaluation systems across MAIIC’s investment portfolio. This role ensures the institution effectively measures, tracks, and reports on the development impact and financial performance of its projects against strategic goals and stakeholder requirements, promoting accountability and organizational learning.
The position will report to the Credit Risk Manager.
Description
1. M&E System Design and Implementation
- Develop and refine the DFI’s M&E framework, including results chains/logframes, performance indicators (both financial and non-financial, e.g., job creation, climate impact, gender equality), and data collection protocols.
- Design and manage project-specific Performance Monitoring Plans (PMPs) and M&E components for new investments, ensuring alignment with the DFI’s corporate strategy and international standards (e.g., GIIN, HIPSO).
- Develop and deploy appropriate quantitative and qualitative data collection tools, surveys, and methodologies for baseline, mid-term, and endline evaluations.
2. Data Management and Analysis
- Oversee the collection, cleaning, and storage of high-quality M&E data from investees, implementing partners, and secondary sources.
- Conduct rigorous analysis of M&E data using statistical software to assess project performance, measure progress towards development impact targets, and identify trends and anomalies.
- Support the development and maintenance of an M&E database/Management Information System (MIS) and data visualization dashboards.
3. Reporting and Communication
- Prepare and disseminate timely and accurate M&E reports for internal stakeholders (Management, Investment Committees) and external partners (Strategic Partners, Regulatory Bodies).
- Contribute to annual reports, impact reports, and other publications by providing evidence-based insights on the DFI’s developmental effectiveness.
- Present M&E findings and recommendations clearly and concisely to diverse audiences to inform adaptive management and strategic decision-making.
4. Learning and Capacity Building
- Facilitate learning and knowledge-sharing sessions across investment teams to document best practices, lessons learned, and case studies from project implementation.
- Support the use of M&E data for continuous improvement and strategic course correction of investment approaches.
- Provide technical assistance and training to DFI staff and investees/partners on M&E concepts, data collection, and reporting requirements.
5. Evaluation and Quality Assurance
- Conduct data quality assessments (DQAs) and field monitoring visits to verify the accuracy and reliability of reported data.
- Ensure compliance with the DFI’s M&E policies, ethical standards, and data privacy regulations.
Requirements
- Education: A minimum of a Bachelor’s degree (Master’s preferred) in Economics, Statistics, Development Studies, Finance, Business Administration, or a related field. Professional certification in M&E is a plus.
- Experience:
- Minimum of 3-5 years of progressive experience in a Monitoring and Evaluation role, preferably within a DFI, or a related financial/development sector organization.
- Proven experience in designing and implementing M&E systems for investment projects, particularly in private sector development or financial institutions.
- Familiarity with Development Impact measurement frameworks.
