The Centre for Social Accountability and Transparency (CSAT) has embarked on the implementation of its new Strategic Plan (2025-2030). In response to the organisation’s evolving needs and growing demands, CSAT is inviting applications from suitably qualified and passionate individuals to fill newly created positions aimed at strengthening the delivery of its mission and strategic objectives.

Position Title: Monitoring, Evaluation, Research and Learning Officer (Grade GS 4)
Reporting to: Director of Programs and Policy
Duty Station: SAT Head Office, Lilongwe

Purpose 

Lead organizational monitoring, evaluation, research, learning, and knowledge management systems.

Key Responsibilities

  • Develop and manage organizational MERL frameworks.
  • Design monitoring tools and performance indicators.
  • Track project performance and organizational impact.
  • Lead evaluations, assessments, and learning reviews.
  • Coordinate data collection, analysis, and reporting.
  • Produce evidence-based learning products.
  • Support adaptive management and program improvement.
  • Manage organizational databases and information systems.
  • Ensure quality assurance of program data.
  • Support donor reporting and accountability requirements

Qualifications and Experience

  • Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Policy, Demography, Research Methods, Project Management, or a related field.
  • A Master’s Degree in Monitoring and Evaluation, Statistics, Development Studies, Public Policy, Economics, or a related discipline will be an added advantage.
  • Professional certification in Monitoring and Evaluation, Data Analysis, Project Management, GIS, or Results-Based Management is an added advantage.
  • Minimum of five (5) years’ progressively responsible experience in monitoring, evaluation, research, learning, and knowledge management within the NGO, development, government, or donor-funded sector.
  • Demonstrated experience in designing and implementing M&E frameworks, performance measurement systems, research studies, surveys, evaluations, and learning initiatives.
  • Proven experience in data collection, analysis, visualization, reporting, and management using digital data collection platforms and statistical software.
  • Experience in donor reporting, results-based management, impact assessment, and adaptive programme management is highly desirable
