The Centre for Social Accountability and Transparency (CSAT) has embarked on the implementation of its new Strategic Plan (2025-2030). In response to the organisation’s evolving needs and growing demands, CSAT is inviting applications from suitably qualified and passionate individuals to fill newly created positions aimed at strengthening the delivery of its mission and strategic objectives.

Position Title: Human Capital and Organizational Development Officer (Grade GS)
Reports to: Finance and Compliance Manager
Duty Station: SAT Head Office, Lilongwe

Purpose

Lead human resource management, organizational development, and institutional strengthening initiatives.

Key Responsibilities

  • Manage recruitment, onboarding, and staff retention processes.
  • Develop and implement HR policies and procedures.
  • Coordinate performance management systems.
  • Facilitate staff learning, development, and capacity-building programs.
  • Lead organizational culture and employee engagement initiatives.
  • Support succession planning and talent management.
  • Ensure compliance with labour laws and employment regulations.
  • Manage staff welfare and occupational health and safety matters.
  • Support organizational change management processes.
  • Coordinate institutional capacity assessments and development plans.

Qualifications and Experience

  • Bachelor’s Degree in Human Resource Management, Human Capital Management, Organizational Development, Business Administration, Industrial Psychology, Public Administration, or a related field; a Master’s Degree is an added advantage.
  • Professional HR certification (e.g., CHRM, CIPD, SHRM, HRCI, or equivalent) is an added advantage.
  • Minimum of five (5) years’ experience in human resource management, organizational development, talent
    management, or institutional strengthening, preferably in the NGO, public, or development sector.
  • Proven experience in recruitment, performance management, change staff development, organizational restructuring, leadership  management, HR policy development, development, succession planning,
    and employee engagement.
  • Sound knowledge of Malawi labour laws, HR best practices, HRIS, digital HR systems, competency frameworks, and performance management systems.
  • Experience working with donor-funded organizations and supporting institutional capacity development is an added advantage.
