Founded in 1987, the AIDS Healthcare Foundation (AHF) is a global organization providing cutting-edge medicine and advocacy to over 2,900,000 patients in 50 countries. In Malawi, AHF is working in partnership with the Ministry of Health and Sanitation (MOHS) to strengthen access to quality treatment for HIV/AIDS tuberculosis (TB), and sexually transmitted infections (STls). AHF Malawi is providing these services in 38 hard-to-reach health facilities in Dedza, Lilongwe, Ntcheu, Nkhotakota, Chikwawa, and Nsanje Districts with expansion to Chiradzulu and Thyolo planned in 2026.

Duty Station: AHF Malawi Country Office – Lilongwe

Position Summary

The Medical Manager at AHF Malawi is responsible for overseeing all medical activities within the country program. The incumbent is a lead technical expert. S/he provides professional leadership and directs clinical operations in all AHF sites in the country to ensure delivery of high-quality standards of care for all patients. He works with the Country Program Manager in strategically aligning HIV prevention, treatment and care services for effective program delivery, and attainment of its goals.

The Medical manager remains updated and transfers global evidence and best practices in HIV programming to the Malawi program.

The Medical Manager, in collaboration with the Country Program Manager, coordinates with the highest levels of government on HIV program initiatives and represents AHF in significant meetings related to HIV.

Key responsibilities

Leadership & Management

  • Provides clinical guidance, technical support and supervision to doctors, nurses, pharmacists, counselors and other allied professionals for the provision of high-quality HIV services
  • Formulates clinical program priorities, long-range quality
  • improvement plans and provide implementation goals and objectives for all sites.
  • Collaborate with other managers to develop and facilitate the implementation of medical/clinical policies, procedures and SOPs.
  • Ensures that all patients in AHF facilities access various diagnostic tests. Analyses and evaluates medical procedures and diagnostic tests that promote good clinical outcomes in accordance with standard guidelines
  • Ensure that AHF goals are aligned with the national HIV strategic plan of the Malawian government
  • Serves as a medical expert for public health programs and conducts training for providers relating to HIV and TB and other related diseases.
  • Maintains a current knowledge of new information and technology, issues, laws, and regulations related to the Public Health system in Malawi.

Clinical Responsibilities

  • Directly supervises Medical Coordinators, and indirectly manages all medical staff including medical officers, clinical officers, pharmacists, nurses and other allied professionals to ensure that high quality services are provided to clients.
  • Take the lead in organizing and facilitating CME activities for doctors and other health staff at all levels. He will liaise with other institutions to get technical expertise on selected topics for discussion
  • Develops a training program for all health staff and in particular doctors, clinical officers, pharmacists, medical assistants and nurses to provide ART services according to AHF and Government’s model of treatment and clinical care.
  • Lead structured quality improvement initiatives across all supported sites, including clinical audits, mortality reviews, retention improvement initiatives, and service delivery optimization
  • Oversee DSD model implementation and optimization of patient flow systems to improve clinic efficiency, reduce waiting times, and improve patient satisfaction and retention.
  • Identifies gaps and submit proposals to conduct operational research that can inform program implementation. Take the lead in writing abstracts for national and international conferences to disseminate AF’s work in Malawi.
  • Participates and provides guidance for prevention activities and ensures that outputs of prevention are linked to the medical facilities enabling the treatment cascade to be streamlined across the program

Administrative responsibilities:

  • Works closely with M&E teams in upscaling data use and digitalization within the program; monitor performance trends, conduct data quality improvement activities, and use EMR and dashboard data for clinical and program decision-making.
  • Takes a proactive approach in establishing relationships with other HIV Treatment Programs within the country and maintaining good working relationships with the Ministry of Health and other related line ministries
  • Ensures adequate uninterrupted supply of drugs, other HIV commodities and that a proper logistics management system is in place
  • Represents the organization at a variety of organizations, councils, boards with the aim of addressing difficult public health issues relating to HIV
  • Together with CPM, the MM identifies and hires appropriate clinical staff in line with program needs and as per approved budget.
  • Leads the performance appraisal of clinical staff

Qualifications

  • Medical doctor from a recognizable institution. Additional qualifications in Health systems management or public health is required
  • About ten years of medical/health service experience at managerial level.
  • Experience in planning and budgeting required
  • Experience in quality management and assurance practices desired
