Position Overview
Pact is initiating a new activity in Malawi as part of the ACHIEVE project, a global project funded through the U.S. Department of State. The activity in Malawi will align with ACHIEVE’s overall strategic objectives which include achieving and maintaining HIV/AIDS epidemic control among pregnant and breastfeeding women, infants, children, and adolescents and improving integrated maternal, newborn, and child health and nutrition services. The activity will be implemented in Zomba, Thyolo, Karonga, and Balaka districts with limited focus also at a national level possible. In close coordination with the Ministry of Health, ACHIEVE will support the availability of integrated, quality lifesaving services to women, newborns, and children at community and facility levels; expand the availability of lifesaving HIV services by strengthening the integration of HIV services in ANC platforms, among others; and strengthen subnational health management teams to plan, manage, monitor, and evaluate their health programs. The Monitoring, Evaluation, and Learning (MEL) Manager supports the implementation of the project’s MEL approach by coordinating and overseeing MEL activities at district level. The role ensures high‑quality, timely, and accurate data collection, reporting, and use across project districts. The MEL Manager supervises district M&E Officers, strengthens data management practices, and ensures adherence to standardized tools, SOPs, and data quality protocols. This position works closely with the MEL Director and program teams to support evidence‑based decision‑making and contributes to project‑wide learning.
Key Responsibilities
Monitoring, Evaluation, and Learning Implementation
- Support execution of the project’s MEL Plan, ensuring district‑level data collection, management, and reporting meet donor and government requirements.
- Coordinate routine monitoring activities across assigned districts, ensuring consistent use of standardized tools, SOPs, and reporting templates.
- Oversee district‑level data flow from collection to submission, ensuring completeness, accuracy, and timeliness.
- Conduct routine data quality assessments (DQAs), implement corrective actions, and monitor improvements.
- Maintain project monitoring database and ensure proper documentation, storage, and security of data.
- Contribute to data review meetings to promote data use for decision‑making and adaptive management.
- Support accurate and timely reporting to the donor and government through data analysis, writing, and review of sections of narrative program reports.
Capacity Strengthening and Staff Supervision
- Supervise and mentor district M&E staff, ensuring high performance and adherence to MEL standards.
- Provide ongoing coaching to staff and partners on data collection tools, reporting procedures, and data quality practices.
- Support rollout of MEL‑related trainings for project staff, partners, and facility or community‑level stakeholders.
Coordination and Collaboration
- Work closely with MEL Director on the operationalization of the MEL Plan.
- Work closely with program teams to ensure MEL activities are integrated into implementation and aligned with technical priorities.
- Support preparation of MEL inputs for donor and government reports, including data summaries, indicator updates, and visualizations.
- Participate in internal learning activities and contribute district‑level insights to project‑wide learning.
Other Responsibilities
- Ensure compliance with project data governance policies, including confidentiality, ethical data collection, and secure data handling.
- Contribute to planning and budgeting for district MEL activities.

Basic Requirements
- Advanced degree (Master’s or higher) in public health, epidemiology, demography, statistics, information sciences, or related field.
- Minimum of 7 years of experience in MEL with at least 2 years’ experience in a management role.
- Minimum of 5 years of experience in MEL on large health sector programs in Malawi, with a strong focus on MNCH-N.
- Experience coordinating MEL activities across multiple sites, including data collection, verification, and reporting.
- Experience supervising MEL staff or field data collection teams.
- Experience in design, management and use of performance monitoring data management systems focused on integration with local HMIS systems.
- Demonstrated skills in conducting DQAs and follow-up data quality improvements.
- Deep understanding of Malawian national HMIS, including the iCHIS.
- Proven track record of timely and high quality donor reporting- both narrative and indicator data.
- Demonstrated ability to coach and mentor staff and partners in MEL and data use.
- Strong management, coordination, teamwork and planning skills.
- Ability to travel within project districts.
- Fluency in English and proficiency in Chichewa
