Position Summary
The Data/ICT Officer is critical to GJU’s digital justice innovation, managing the EmpowerLine IVR platform, mobile application backend, CasePlus case management system, MalawiLII technical integration, and organisational ICT infrastructure. This role ensures system uptime, data security, and user support across all digital platforms while supporting the development of new technological solutions. The position requires exceptional flexibility to troubleshoot across multiple systems and train non-technical staff in digital tools.
Key Responsibilities
EmpowerLine Platform & IVR System Management
- Manage, maintain, and troubleshoot EmpowerLine IVR system (Linux-based PBX/Asterisk), mobile app, and web backend
- Ensure 99%+ system uptime; implement USSD and SMS fallback systems for network challenges
- Monitor call logs, generate usage analytics, and support platform capacity expansion (30+ concurrent calls)
- Support seven-language content integration and audio quality improvements
Database Systems & MalawiLII Integration
- Oversee CasePlus case management database and paralegal data reporting systems
- Design and maintain databases (MySQL, PostgreSQL) for case management and programme tracking
- Coordinate technical integration between GJU systems and MalawiLII/AfricanLII platforms
- Administer digital data collection systems (ODK/Kobo) and Power BI dashboard integration
Data Protection, Security & ICT Support
- Implement GJU’s Digital Data Management Policy; ensure secure storage of sensitive GBV case information
- Manage encryption, access controls, backups, and disaster recovery procedures
- Provide technical support for hardware, software, and connectivity across office and field locations
- Train staff and paralegals on digital tools, mobile reporting, and MalawiLII access
Required Qualifications & Experience
- Bachelor’s degree in ICT, Computer Science, Information Systems, or related field
- Minimum 3 years’ experience managing ICT systems, databases, or digital platforms
- Strong Linux system administration skills; experience with VoIP/PBX systems (Asterisk, FreeSWITCH)
- Proficiency in database management (MySQL, PostgreSQL) and API integration
- Knowledge of data protection, cybersecurity, and the ability to train non-technical users.
