Role background
The Vodafone Foundation funds and manages projects leveraging the power of connectivity to create scalable solutions for sustainable change, benefiting the greatest number of people. The Foundation is currently expanding the m-mama emergency referral and transport system for pregnant and postpartum women and newborns, with the goal of significantly contributing to reducing maternal and newborn deaths in collaboration with the Government of Malawi (GoM).
The Information Communication Technology (ICT) Specialist will support the m-mama Malawi team in the set up and national scale up of m-mama in Malawi by ensuring the m-mama ICT system is fully functional, reliable, and fit for purpose. The role will be responsible for overseeing the design, development, testing, deployment, maintenance, and continuous improvement of the m-mama ICT system.
In addition, The ICT Specialist will lead and support the migration of the ICT system to the Government of Malawi, including ICT capacity building and structured knowledge transfer to GoM ICT stakeholders to ensure long-term system ownership and sustainability. What you will do
- m-mama System Product Management: Ensure the delivery of the m-mama ICT strategy and product roadmap on time and to high standard, in close collaboration with the m-mama team and the Government of Malawi (GoM). Work with key m-mama country stakeholders to define, prioritize and refine business and functional requirements. Support GoM ICT teams in translating the m-mama ICT strategy and business requirements into detailed implementation plans. Support end-user training for dispatchers, national and district admin users and collect feedback to inform continuous improvement of the m-mama ICT system.
Gain a deep understanding of user experience, identify and fill product gaps and generate new ideas/propose new solutions that improve user experience. Continuously evaluate m-mama ICT risks, propose risk mitigation plans and implement risk mitigation actions. - m-mama ICT System Design, Development, data configuration and Deployment: Contribute to the design and development of new system features including backend development when required. Support National and District GoM stakeholders and the implementing partner ground team in the collection of key configuration data of the m-mama system by providing data collection template and verifying the data/reporting any data issues during upload of the data. Conduct system testing and Quality Assurance (QA) on QA/staging environment to identify, report, and prevent defects, bugs, and data configuration issues. Manage User Acceptance Testing (UAT) process with relevant stakeholders and collect feedback.
Build the technical capacity of national GoM ICT teams across system design, development, configuration, and deployment. - m-mama System Operations and Maintenance: Act as technical level ICT support for system users both at the national level and district level. Capacitate national GoM ICT teams on m-mama system operations and ongoing maintenance needs, by embedding m-mama ICT support into existing government procedures, processes and systems. Ensure availability and proper functioning of the m-mama ICT system for both front-end and back-end architecture. Address bugs, faults and errors reported by the users. Work with Government ICT team to fill data gaps in the system and resolve any bug, defect or issue related to data. Create/Optimize documentation to support the implementation and operations of the ICT system. Perform code diagnostics, troubleshooting and reviewing to optimize m-mama ICT code base and system performance. Support configuration of users and devices for accessing the m-mama ICT system components. Ensure data privacy and security adhere to security standards.
- m-mama ICT system replication and migration: m-mama is an Emergency Referral and Transport system grounded in sustainability. The m-mama ICT system will be handed over to the GOM after the go live in the second or third region. The ICT Specialist will lead the migration of the ICT system from m-mama ICT environment to GoM ICT environment. This includes organizing and facilitating technical workshops and coordination meetings with national ICT stakeholders; leading system replication and migration activities; and building GoM ICT team capacity to understand, manage, operate, and maintain the system, including access to and understanding of the source code. The role will also oversee the development of comprehensive technical and handover documentation and support the integration of the m-mama ICT system with national health information systems such as DHIS2 and iCHIS.
- Stakeholders’ engagement and support: Engage with technical ICT stakeholders at national and district levels and build strong and sustainable relationships. Serve as the primary point of contact for all technical ICT matters related to m-mama system design, development, operations, and maintenance.

Who you are
- Master’s degree in information systems, Information Management Computer Science or related discipline
- Proven full stack/backend development experience for a minimum of 5 years
- Knowledge of Java, SQLIT, web front-end React languages and Android Native App is an asset Familiarity with cloud development, especially AWS technologies
- Experience with third-party libraries and APls
- Working knowledge of the general mobile landscape, architectures, trends, and emerging technologies
