BACKGROUND
The Ministry of Health and Sanitation through Public Health Institute of Malawi (PHIM) has been engaged in a long-term collaboration with its Norwegian counterpart, the Norwegian Institute of Public Health (NIPH). Building on the Global Health Preparedness Programme, the BIS 1 programme aims to contribute to building competent and resilient health systems underpinned by strong public health institutions. The BIS 2 programme is starting, with a duration of 4 years.
PURPOSE OF THE POSITIONS
The project aims to strengthen PHIM’s networks, its ability to communicate with target groups (website etc.), and its accounting capacity. It also aims to support the Mmed PH programme, a PhD candidate, and PHIM’s access to scientific knowledge, as well as to support the IDSR, the ‘one health approach,’ and the integration of lab data into surveillance
POSITION – ICT BIS Advisor – BIS 2
KEY DUTIES AND RESPONSIBILITIES
Duties and responsibilities of the ICT advisor shall include:
- Work with representatives from all departments towards optimizing PHIMs website and social media, ensuring that it is in line with the needs of the target groups.
- Contribute to the dissemination of the webpage and adapt according to feedback from the users.
- Contribute to and advise on IT tasks that support public health initiatives, such as the development of new software, implementation of new systems, or integration of Al and automation.
- Data Compliance: Ensure compliance with relevant data protection regulations in Malawi and with IT best practice.
QUALIFICATION AND EXPERIENCE
- BSc in Business Information Systems, BSc in Information Technology or BSc In Computer Science
- Full Stack programming certification
- At least 4 years’ experience with digital systems from the public health sector
- Working experience and certified training in DHIS2 and One Health Surveillance Platform (OHSP)
- Certification in Integrated Disease Surveillance and Response (IDSR).
SKILLS AND ATTRIBUTES
- Demonstrated experience building public websites
- Strong capabilities within content management systems, to support public health information dissemination.
- Demonstrated communication skills
- Excellent teamwork and networking skills.
SELECTION CRITERIA
A committee of HR at MOH, leadership at PHIM and its partner NIPH will review the applications
TENURE OF OFFICE
The successful candidate shall be offered a 1-year contract renewable based on satisfactory performance.
REMUNERATION
The position will be remunerated through the BIS project by a salary corresponding to the public sector of Malawi for officers at Grade I.
