Background
Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIVIAIDS information and interventions. BLM is a senior member of the Marie Stopes International (MSI) Partnership which works in 43 countries. We exist to improve quality of life in Malawi through family planning and reproductive health care services. We serve over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 23 clinics, and numerous outreach clinic sites.

Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Location: Support Office, Lilongwe
Reporting Line: MEAL Manager
Role Purpose
The MEAL Officer will lead and implement the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the Sex Workers module under the Global Fund HIV/TB control programme. The role ensures high-quality data collection, analysis, and reporting against programme indicators, supports evidence-based decision-making, promotes continuous learning to improve service delivery, and strengthens accountability mechanisms for key population communities.
Key Responsibilities
1. Programme-Specific M&E Framework Implementation
- Lead the preparation of accurate, timely, and high-quality internal and donor reports (quarterly, semi-annual, and annual), ensuring compliance with Global Fund M&E requirements, reporting timelines, and data quality standards.
- Maintain and optimize programme M&E systems, ensuring data quality, security, confidentiality, and integrity.
- Support programme teams to set realistic, evidence-based monthly and quarterly targets and track progress against agreed indicators.
- Conduct routine performance analysis, identify variances, forecast end-of-period results, and recommend corrective actions.
- Develop, adapt, and manage data collection tools (digital and paper-based) and train field staff on their appropriate use.
- Produce routine analytical summaries, dashboards, and visual reports to support programme performance tracking.
- Identify bottlenecks affecting programme implementation and recommend strategies to improve efficiency and effectiveness.
- Conduct routine and spot-check Routine Data Quality Assessments (RDQAs) at all data generation points and produce reports with corrective action plans.
- Ensure programme databases are routinely and systematically updated.
- Develop, review, and update M&E Standard Operating Procedures (SOPs) and guidelines as required.
2. Capacity Building
- Design and deliver M&E induction and refresher trainings for field staff, focusing on accurate data recording, data quality, ethical data collection, and basic data interpretation.
- Develop user-friendly job aids and tools to support frontline staff in complex data recording processes.
- Provide ongoing coaching and mentorship to field-based staff during supervision visits to strengthen data management capacity.
3. Knowledge Sharing, Learning, and Coordination
- Identify, document, and disseminate lessons learned and best practices for inclusion in programme reports and learning products.
- Produce concise analytical briefs that translate data into actionable insights and recommendations.
- Collaborate with internal teams and external stakeholders on M&E-related matters.
- Maintain strong working relationships with key stakeholders and participate in coordination meetings as required
- Support external supervision, audits, and evaluation missions by facilitating access to programme M&E data.
Skills and Experience
Essential
- Minimum of five (5) years’ progressive experience in monitoring and evaluation within public health or HIV programmes.
- Proven experience in health data management and use of routine health data for analysis and reporting.
- Advanced data analysis skills using Excel, including development of analytical tables, charts, and dashboards.
- Strong quantitative analysis skills using statistical software such as SPSS and STATA.
- Experience communicating research and analytical findings clearly to diverse audiences.
Desirable
- Direct experience in M&E for programmes targeting Key Populations and familiarity with Malawi’s national HIV M&E systems.
- Experience providing technical assistance and training to programme staff.
- Understanding of both quantitative and qualitative research methods.
- Experience working within health service delivery or operations environments.
- Strong communication skills in English and at least one local language.
Qualifications
- Bachelor’s degree in Public Health, Demography, Statistics, Monitoring & Evaluation, Social Sciences, Epidemiology, or a related field, with formal training in quantitative research methods.
