Position Summary
Villages In Partnership (VIP) is seeking a highly skilled and motivated Monitoring and Evaluation (M&E) Officer to lead the design, implementation, and strengthening of organizational M&E systems. The position will support evidence-based decision-making, donor compliance, learning, and accountability across VIP programs through high-quality data collection, analysis, visualization, and reporting.

Reporting to: Program Manager
Key Duties and Responsibilities
1. M&E Systems Development and Strengthening
- Design, review, and strengthen VIP’s M&E systems in line with organizational strategy, donor requirements, and community-based programming standards.
- Review and improve project logframes, results frameworks, indicators, and theories of change.
- Conduct M&E system assessments and recommend improvements to enhance data quality, efficiency, and utilization.
2. Project Monitoring and Performance Management
- Monitor implementation of project activities, budgets, and timelines against approved work plans.
- Track progress toward outputs, outcomes, and impacts using results-based management approaches.
- Monitor sustainability of project results, including community ownership and continuity of benefits.
3. Data Collection, Management, and Quality Assurance
- Support staff and partners in the use of M&E tools and digital data collection systems (e.g., KoboToolbox, ODK).
- Coordinate routine data collection at community and project levels.
- Ensure data quality through verification, validation, consistency checks, and routine data quality assessments.
- Maintain and update project databases, trackers, and dashboards.
4. Data Analysis, Visualization, and Reporting
- Conduct advanced data analysis using R and other analytical tools.
- Develop interactive dashboards and automated reports using Power Bl and/or Tableau.
- Prepare accurate monthly, quarterly, and annual M&E reports for management and donors.
- Provide verified data, visualizations, and analysis for donor reports, proposals, and progress updates.
5. Evaluation, Learning, and Adaptive Management
- Support baseline, midline, endline evaluations, and internal reviews.
- Provide timely performance feedback and data-driven recommendations to management.
- Promote a culture of learning and evidence-based decision-making within VIP.
6. Capacity Building and Technical Support
- Train and mentor staff, field teams, and community facilitators on M&E systems, data collection tools, and data use.
- Develop training materials, SOPs, job aids, and user guides.
7. Accountability and Community Engagement
- Support community feedback and accountability mechanisms.
- Ensure ethical, inclusive, and participatory monitoring approaches.
- Uphold data protection, confidentiality, and ethical standards.
Required Skills and Competencies
- Strong knowledge of Results-Based Management (RBM), logframes, indicators, and theories of change.
- Proven experience in quantitative and qualitative data collection and analysis.
- Advanced analytical skills using R (data wrangling, visualization, statistical analysis).
- Strong proficiency in Power Bl and/or Tableau for dashboard development.
- Advanced skills in Microsoft Excel (PivotTables, Power Query, advanced formulas).
- Experience with digital data collection platforms (KoboToolbox, ODK, CommCare).
- Excellent report writing, data visualization, and presentation skills.
- Strong training, facilitation, and mentorship abilities.
- High level of professionalism, integrity, and attention to detail.
- Ability to work independently in field-based and community settings.

Required Professional or Educational Qualification
Must have a degree in Statistics, Development Studies, Monitoring and Evaluation OR a degree in Economics from accredited University. A Master’s Degree may be an added advantage.
