A. BRIEF BACKGROUND

On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), the Global Programme for BACKUP Health aims to improve the efficiency of globally financed health services and products in selected partner countries, particularly for HIV, TB and malaria (HTM). This takes the form of: (i) the identification of financing options for the integration of HTM into general health systems, (ii) the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care and (iii) an improvement in the conditions for the local production of HTM-relevant health products in Africa. The project is highly relevant in the light of the overall decline in global health funding and the pressure on partner countries to use all available resources more efficiently and strategically.

A new phase of BACKUP will begin on 01.01.2026 with expanded operations in eight countries. We are seeking an advisor with experience in the field of health systems strengthening and an advisor with experience in health financing, both with good knowledge of Global Health Initiatives, particularly the Global Fund for HIV, TB and Malaria, to support operations of the programme in Malawi.

ADVISOR (HEALTH SYSTEMS)

GIZ is seeking an Advisor under the BACKUP Health programme to provide strategic health-systems guidance and support to partner institutions, particularly in the context of global health financing and integration of disease-specific services into broader health-system frameworks.

a) Main Tasks

  • Provide strategic advice and capacity development on health systems topics in the context of GFATM grant development and implementation to BACKUP partner institutions and organizations
  • Assess options for the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care involving relevant national stakeholders and based on in-depth knowledge of gaps, needs and the country’s stakeholder landscape.
  • Ensure the identification, planning and delivery of high-quality technical interventions to partner institutions through consultants, service contracts or grants, in line with the project goals and working towards it’s indicators, promoting integrated and sustainable approaches.
  • Analyse and incorporate cross cutting themes such as community, rights and gender related to the interventions.
  • Keep track of developments of global financing mechanisms in the country besides the GFATM, such as GFF and Gavi.
  • Engage in the coordination and monitoring of BACKUP’s activities within the framework of the global programme (module offer, results matrix, communications and knowledge management and other)
  • Coordinate closely bilateral, regional and global GIZ health programmes in the country, the other countries supported by the BACKUP Health programme, as well as the Global Fund country team

b) Required Qualifications and Experience

i. Qualifications

Postgraduate education at Master’s (or equivalent degree) level in a relevant area such as public health, global health, health policy, health economics or health systems management

ii. Professional experience

  • At least 10 years of professional working experience, of which at least 7 in a health systems strengthening role
  • At least 5 years of working experience in international organizations (bilateral technical cooperation, consultancy firms, multilateral agencies etc.)
  • Experience with Global Fund and/or German Development Cooperation is an asset
  • Good understanding of health system challenges in Malawi. Experience in other developing countries is an added advantage Good understanding of the global health architecture.

iii. Additional Competencies

  • Highly motivated professional with ability to work in a team, organizational talent, strong managerial and organizational competence, intercultural competence and very good communication skills
  • Excellent interpersonal skills and ability to effectively interact in complex cooperation systems with various stakeholders (including senior government officials, civil society and key population representatives, project implementers and beneficiaries)
  • Excellent spoken and written English with very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
