Anti-Corruption Bureau (ACB)

The Ministry of Justice and Constitutional Affairs is inviting applications from suitably qualified and experienced Malawians to fill the following post –

Contract Period: Three (3) years, renewable once, subject to satisfactory performance.

1. BACKGROUND AND CONTEXT

The Anti-Corruption Bureau (ACB) is a Government agency established under section 4 of the Corrupt Practices Act (Cap.7:04) of the Laws of Malawi. The ACB is mandated to:

  1. Receive and investigate complaints of alleged or suspected corrupt practices;
  2. Prosecute offences under the Corrupt
  3. Practices Act and other laws;
  4. Investigate and report on the conduct of any public officer that is connected to a corrupt practice;
  5. Take necessary measures for the prevention of corruption in public and private institutions; and
  6. Mobilize public support in the fight against corruption.

A vacancy has arisen in the office of Director of the ACB. In order for the ACB to continue to fulfill its mandate effectively and efficiently, a qualified and experienced Malawian is required to fill the position, tenable at ACB’s Head Office in Lilongwe.

The position of Director of the ACB is a very demanding position which requires a person with high integrity, independence, boldness, professionalism, strategic leadership and managerial skills.

2. SUMMARY OF THE JOB

The Director of the Anti-Corruption Bureau will be responsible for providing strategic leadership and overall management of the ACB and ensuring effective implementation of the Corrupt Practices Act.

3. KEY DUTIES AND RESPONSIBILITIES

Without derogating from the generality of paragraph 3, the Director of ACB shall be responsible to-

  1. Provide guidance and leadership in the implementation of core functions of the ACB;
  2. Provide leadership in the formulation, review and implementation of ACB policies and guidelines;
  3. Lead in the development and evaluation of strategic plans;
  4. Manage the performance of the ACB;
  5. Manage resources of the ACB;
  6. Establish and maintain close collaborative relationships with key stakeholders of the ACB;
  7. Lead in the recruitment, development and performance appraisal of members of staff;
  8. Make decisions on staff discipline matters;
  9. Prepare reports to the National Assembly;
  10. Monitor and review resource mobilization activities;
  11. Coordinate audit activities; and
  12. Take a lead in providing interface between the public and the ACB.

4. QUALIFICATIONS AND EXPERIENCE

Applicants must possess

  1. A Master’s Degree in Law, Finance, Accounting, Auditing, or any other relevant field from a reputable education institution accredited or recognized under the National Council for Higher Education Act (Cap. 30:12), obtained subsequent to a bachelor’s degree from a reputable education
    institution accredited or recognized under the National Council for Higher Education Act;
  2. A minimum of ten (10) years post qualification work experience in a reputable organization, of which at least five (5) years must be in a senior management position;
  3. Applicants with a Bachelor’s Degree in a relevant field from a reputable education institution accredited or recognized under the National Council for Higher Education Act, with at least fifteen (15) years’ post qualification work experience in a reputable organization, of which at least ten (10) years are in a senior management position, will be considered; and
  4. Post qualification work experience in a law enforcement agency will be an added advantage.

5. OTHER REQUIREMENTS

Applicants must be-

  1. of high integrity and committed to the fight against corruption; and
  2. willing to be subjected to a vetting process.

The successful candidate will be required to abide by the AB’s Strict Code of Conduct and Ethical Behaviour.
