A. PROJECT BRIEF
The Multi-Donor Action “Strengthening Public Financial and Economic Management (PFEM) – Tikuze Malawi” is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ, German Agency for International Development Cooperation) on behalf of the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).
The overall objective of the Action is to improve Malawi’s economic governance and the accountability of public resources. Its specific objective is to enhance the efficiency of anti-corruption and anti-fraud systems in Malawi.
Over its four-year implementation period (May 2024 – December 2027), the Joint Action blends the support to key public financial management (PFM) reforms with the support to key anti-corruption and anti-fraud institutions. It operates across five distinct results areas: (1) Domestic Resource Mobilization, (2) Budget Execution / Expenditure Management, (3) Control and Oversight of Public Resources, (4) Investigation and Prosecution of Corruption, and (5) Asset Forfeiture Process.
The Joint Action applies several cross-cutting approaches, including digitalisation, inter-institutional cooperation, collaboration with civil society, change management, strategic communication, and-critically-gender mainstreaming and gender-responsive governance.
PFEM project has an opening for a Technical Advisor on Gender to serve as the project’s technical expert on gender, ensuring that gender equality, gender-responsive approaches to corruption and integrity, and the empowerment of women and vulnerable groups are systematically and meaningfully integrated across all five result areas, partner institutions, and across internal GIZ structures. This is a transversal position, supporting PFEM’s technical team members, partner institutions, selected civil society organisations, and contributing to GIZ Malawi’s Gender & Diversity agenda.
B. YOUR RESPONSIBILITIES
The position holder will be responsible for the technical leadership, mainstreaming, coordination and operationalisation of gender-related activities across the Joint Action PFEM – Tikuze Malawi.
Key responsibilities include but are not limited to:
- Provide technical advisory services to all PFEM result areas / technical advisors and partner institutions to mainstream gender in project activities.
- Support government and civil society partners to identify gender-specific risks and opportunities, and design/implement gender-responsive tools, transformative approaches, processes, training modules, research, and awareness campaigns.
- Promote gender-sensitive accountability and investigation approaches, including addressing gendered forms of corruption such as sextortion, ensuring do-no-harm principles.
- Strengthen inclusion of women and vulnerable groups in public financial management and anti-corruption systems by guiding the development of gender-responsive policies, guidelines and monitoring systems (including gender-disaggregated data).
- Ensure gender perspectives inform the socially oriented reuse of confiscated assets, contributing to more equitable asset management and recovery processes.
- Lead the development and implementation of the Joint Action’s gender strategy, ensuring alignment with GIZ, EU and BMZ gender priorities across all project components.
- Contribute actively to GIZ Malawi’s Gender & Diversity agenda, including participation in the Gender Focal Persons Group.
- Ensure quality assurance, coordination, and knowledge management for all gender-related consultancies, capacity-building initiatives, and technical deliverables, including exchange/cooperation with relevant networks, including implementing partners, development partners, academia, CSOs, and GIZ’s regional/global Gender Networks.
C. TASKS
The position holder will perform the following tasks:
- Provide strategic and technical gender advice to PFEM team members, partner institutions and stakeholders to guide/support the integration of gender perspectives into policies, procedures, and activities across the project’s result areas.
- Contribute to gender-related capacity development for partner institutions, civil society actors and the PFEM team through targeted trainings, coaching, and practical support.
- Support the planning, implementation and monitoring of gender-related activities, working closely with PFEM technical advisors to ensure coherent follow-up across outputs.
- Develop gender-responsive analytical products, including concise gender analyses, policy and thematic briefs, summaries of national and international debates, and technical content for communication products, contributing to effective knowledge dissemination within PFEM and among partners.
- Support the development of gender-responsive training materials and awareness tools, and assist in delivering workshops, trainings and dialogues across PFEM result areas.
- Facilitate internal and external knowledge exchange on gender equality by connecting PFEM teams, partner institutions, COs and development partners through structured learning and collaboration formats.
- Plan, contract and technically supervise gender-related consultancies, including drafting Terms of Reference, overseeing procurement processes in line with GIZ rules and procedures, coordinating consultants’ technical work, and ensuring consistent follow-up with partner institutions and high-quality deliverables.
- Support project management by providing gender-specific inputs to progress reports, annual plans and monitoring frameworks, and by contributing to the technical, administrative and financial follow-up of gender-related activities.
- Represent, in coordination with the Team Leader and/or line manager, the project in relevant fora, networks, exchanges, and coordination mechanisms.
- Actively contribute to GIZ Malawi’s Gender & Diversity structures, including supporting the Gender Focal Persons Group, strengthening internal capacities and awareness, engaging in GIZ gender networks and meetings, and contributing to corporate reporting and exchange on gender-related priorities.
- Perform other related duties as assigned by the line manager to ensure effective implementation of the Joint Action.
D. REQUIRED QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in gender studies, development studies, political science, sociology, social sciences, public policy, law, or a related field; a master’s degree is an added advantage.
- At least 3 years of proven professional experience in gender mainstreaming, gender-responsive policy development, or gender-focused advisory work, preferably in governance, public finance management, anti-corruption, justice sector reform, or civil society strengthening.
- Demonstrated experience working with government institutions, civil society organisations, or donor-funded programmes.
- Experience applying gender-related approaches in public accountability mechanisms, public sector reform, and/or anti-corruption is a strong asset.
- Strong analytical skills, with critical, innovative and strategic thinking, and ability to translate gender-related findings into practical recommendations and operational measures.
- Demonstrated excellent facilitation, interpersonal and communication skills, including the ability to motivate teams, build trust, and work in multicultural environments.
- Demonstrated ability to work independently, strategically, with determination, and collaboratively with diverse stakeholders.
- Excellent writing and oral presentation skills in English.
- Proficiency in MS Office (Word, Excel, PowerPoint, Teams); experience with digital tools and data visualisation software is an asset.
- Strong commitment to teamwork, diversity, inclusion, integrity and ethical conduct.
