Call for Consultant: Development of a report on the Impact of Laws, policies and Practices on the Right and Access to Services for LGBTIQ+ persons in Malawi
Center for the Development of People (CEDEP) is a registered human rights organization dedicated to addressing the needs, improving the lives of LGBTIQ+ persons through civic education, training, capacity building, networking and research. The mission of CEDEP is to create an enabling environment and protect the wellbeing of sexual minorities and other vulnerable groups.
CEDEP is seeking a consultant to develop a report on the Impact of Laws, policies and Practices on the rights and access to services for the LGBTIQ+ persons in Malawi.
Background:
The landscape of health rights for LGBTIQ+ individuals in Africa presents significant challenges rooted in historical, social, and political contexts. Despite the rich history of diverse sexualities and gender identities across the continent, modern narratives often label these identities as “un-African.” This misconception is deepened by colonial legacies that introduced laws and norms criminalizing same-sex relationships and gender non-conformity, leading to systemic discrimination and exclusion from essential healthcare services.
Many African countries continue to uphold outdated laws that perpetuate stigma and contribute to health disparities. These disparities include heightened rates of HIV infections, unmet sexual and reproductive health needs, and pervasive mental health issues. Denying healthcare access to LGBTIQ+ individuals not only violates fundamental human rights but also poses public health risks that can impact entire communities.
This consultancy work aims at documenting historical acceptance of diverse sexualities and the ongoing violations faced by LGBTIQ+ individuals. Utilizing a “Past-Present -a future” framework, the consultant will illuminate how colonial legacies influence today’s health environments while drawing strategies and lessons for inclusivity. The findings will form a basis for transformative policy recommendations aimed at promoting health equity and safeguarding the rights of LGBTIQ+ individuals.
Objectives:
The consultant will focus on the following:
- Evidence Collection: Gathering both contemporary and historical data on LGBTIQ+ health rights, legal frameworks, and cultural acceptance.
- Data Analysis: Analyzing data to identify trends, gaps, and opportunities for advocacy.
- Report Development: Contributing to a report centered on a flashback narrative that underscores the need for restoring inclusivity.
- Advocacy Recommendations: Formulating actionable recommendations for stakeholders including African states, UNAIDS/UN agencies, civil society organizations, and donors.
Scope of Work:
- Come up with an inception report outlining understanding of the scope of the work and how the consultancy work will be conducted, including a detailed methodology and action plan based on each of the milestones with timelines for the whole assignment.
- Evidence Collection: Conduct a comprehensive desk review and gather community inputs through case studies and reports.
- Data Analysis: Present findings using a flashback structure, highlighting the connections between historical acceptance and current violations.
- Report Development: Collaborate on report drafting, aligning with advocacy goals and comprehensive recommendations.
- Advocacy Recommendations: Develop clear, actionable recommendations focused on decriminalization, inclusive health policies, and investment in LGBTIQ+-led health responses.
Deliverables:
- Come up with an inception report outlining understanding of the scope of the work and how the consultancy work will be conducted, including a detailed methodology and action plan based on each of the milestones with timelines for the whole assignment.
- Draft Report Sections: A complete compilation of relevant data and case studies., contributions to the report’s narrative and advocacy recommendations.
- Final Report: A polished document ready for dissemination to stakeholders.
Timeline:
- The consultancy spans 5 weeks beginning upon contract signing, with key milestones including:
- Weeks 1-2: Evidence collection and desk review.
- Weeks 3-4: Data analysis and report drafting.
- Week 5: Compilation of the final report and preparation for stakeholder presentation.
Qualifications:
Applicants should possess:
- An advanced degree in public health, social sciences, anthropology, or a related field.
- Demonstrated experience in human rights documentation and advocacy, particularly regarding LGBTIQ+ issues.
- Familiarity with health policy frameworks in Africa and a solid understanding of HIV/AIDS issues.
- Strong analytical and writing skills, with previous experience in report writing and advocacy.
