Office of the Registrar of Political Parties (ORPP)

The Office of the Registrar of Political Parties (ORPP) is an independent public office established under the Political Parties Act of 2018. Its mandate is to register, regulate, monitor and investigate political parties to ensure compliance with the Political Parties Act. In order to fulfil its mandate, the ORPP is inviting applications from suitably qualified persons to fill vacant positions tenable at ORPP Headquarters in Lilongwe, as follows:

Job Title: Chief Legal and Investigations Officer (1 Position)
Grade: RP3
Salary: Within Grade RP3 Scale Segment
Reporting to: Registration and Compliance Services Manager

Purpose of the Job

To coordinate and provide leadership in the management of legal and investigations services

Key Roles and Responsibilities

  1. Providing legal advice to the Registrar on matters related to political party operations, electoral law, and compliance matters;
  2. Providing legal advice to stakeholders on matters related to regulation of political parties.
  3. Leading investigations into allegations of non-compliance, illegal activities, or violations of the Political Parties Act.
  4. Developing and implementing investigation protocols and strategies.
  5. Collaborating with law enforcement agencies and relevant institutions in the course of enforcing the Political Parties Act;
  6. Overseeing the preparation of cases for administrative hearings or court proceedings;
  7. Providing recommendations for legislative reforms.
  8. Preparing regular reports on the status of investigations, legal opinions and compliance matters;
  9. Maintaining comprehensive and up-to-date records of legal proceedings, investigations, and correspondence with political parties;
  10. Representing the ORPP in all court and legal processes.

Minimum Qualifications and Experience

  • Bachelor of Laws (LLB) from an accredited Institution
  • Admitted to the bar and in possession of Legal Practising Licence
  • Minimum of 6 years’ experience in Legal practice, with at least 3 years’ experience in a senior position

  • Familiarity with electoral laws, political party financing regulations, governance principles.
  • Experience leading and managing a team of legal professionals and investigators.
  • Strong understanding of legal frameworks, administrative procedures, and the ability to handle sensitive or high-profile cases
