The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Communications Specialist.

The consulting services (“the Services”) include to provide technical expertise in managing all communications activities of the Program, ensuring effective collaboration with the MoE’s Public Relations Office (PRO), strengthening internal communications, and facilitating high-level engagement with participating institutions.

The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:

  1. Master’s degree (or its equivalent) in communication, journalism, or public relations.
  2. Minimum of at least five (5) years of relevant experience in developing, designing, production and publishing/dissemination/airing of communication products using various media, and organizing, and producing major events of National, regional or international nature.
  3. Relevant experience in working for governments and/or international organizations on complex assignments including strategic communications planning
  4. Must have over 5 years’ experience in planning, management and sustaining an up-to-date Program website and digital communication platforms including social media channels
  5. Highly developed communication skills, including ability to draft and edit texts and articulate ideas in a clear, concise style to a variety of audiences, as well as facilitation skills; shows persistence when faced with difficult problems or challenges.
  6. Strong computer skills (MS Office: Excel, Word, PowerPoint).
  7. Fluency in written and spoken English.

The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
