The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Financial Management Specialist.
The consulting services (“the Services”) include to provide effective financial management of MFLP resources, ensuring efficiency, transparency, and accountability in the use of funds, while supporting the achievement of the Program’s results.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:
- A minimum of a Master’s degree in Accounting and Finance, or related field from a recognized institution.
- Professional qualification ACCA, CIMA, CPA or equivalent.
- ICAM membership.
- At least 5 years of relevant experience in financial management, with at least 3 years in donor-funded projects; experience with World Bank-financed or PforR Programs is an added advantage.
- Strong knowledge of Government of Malawi public financial management systems and international donor financial procedures is an added advantage.
- Demonstrated ability to prepare budgets, financial reports, and cash flow forecasts.
- Experience with accounting software packages and proficiency in Microsoft Office, especially Excel.
- Strong analytical, organizational, and problem-solving skills.
- Excellent communication and interpersonal skills, with ability to work in multicultural teams.
- High standards of integrity, professional ethics, and ability to maintain confidentiality.
- Fluency in written and spoken English is required
The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
