The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Social and Gender Specialist.
The consulting services (“the Services”) include to provide leadership, coordination, and technical support on all social and gender-related aspects of the MFLP. The Social and Gender Specialist will ensure effective management of social risks, safeguard compliance, and gender mainstreaming in line with the Program Appraisal Document (PAD), World Bank requirements, and national policies.

The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:
- Master’s degree in Social Sciences, Social Development, Education, Sociology, Gender Studies, or a related field. Additional training in land management, resettlement, or social inclusion is an advantage.
- At least 5 years of proven experience in social safeguards management, gender equality and mainstreaming, and social development initiatives, preferably in infrastructure or education-related projects.
- Technical expertise in gender analysis, planning, and mainstreaming, with demonstrable application in programs or projects.
- Practical experience with World Bank safeguards and compliance requirements.
- Proven ability to engage and coordinate with government institutions, development partners, NGOs, and communities.
- Strong understanding of Malawi’s social and gender context, including challenges related to vulnerable groups, GBV/SEA, HIV/AIDS, and resettlement.
- Excellent communication, facilitation, and interpersonal skills with the ability to liaise across multiple stakeholders.
- Strong report writing and computer skills (MS Office: Excel, Word, PowerPoint).
- Fluency in written and spoken English is required.
The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
