The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Program Manager.
The consulting services (“the Services”) include to provide overall leadership, management, and technical guidance for the program. The Program Manager will coordinate, support, and oversee implementation of activities across all components of the MFLP to ensure achievement of program objectives and results. A critical aspect of the role will be to ensure achievement of Disbursement Linked Indicators (DLls), recognizing that the release of funds under the PforR modality is contingent upon the timely and verifiable achievement of these DLIs.

The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:
- A minimum of a Master’s Degree in Strategic Management, Program Management, Economics, Education, or a related field.
- At least 5 years’ experience in Education Sector. Knowledge and experience in World Bank-managed programs/ projects or Program-for-Results Programming will have an added advantage.
- Strong management skills including ability to provide strategic guidance, technical oversight, mentor staff, develop workplans, and manage budgets.
- Experience managing complex Programs at national or regional level.
- Experience working with international and donor organizations, with participatory Programs.
- Strong interpersonal and multicultural skills, networking experience with ministries, donors, NGOs, and communities.
- Excellent written, analytical, and reporting skills; proficiency in Microsoft Office tools.
- Fluency in spoken and written English
- Commitment to timely delivery with strong results-oriented mind-set
- Familiarity with Malawi’s basic education sector and capacity development.
The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
