The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Procurement Specialist.
The consulting services (“the Services”) include to provide technical assistance to MoE for the timely procurement of goods, works, consulting and non-consulting services required for program implementation in strict adherence to the Procurement Regulations of the Government of Malawi and the World Bank. He/She shall ensure efficient and effective planning and management of all related service contracts and other instruments under MFLP. The Procurement Specialist will work in close collaboration with the MoE procurement team and the relevant technical specialists in the program.

The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:
- A Master’s Degree in Procurement, Supply Chain Management or any other relevant discipline such as Business Administration, Law, Project Management, and Engineering. A professional qualification in procurement from recognized institution such as the Chartered Institute of Purchasing and Supply (CIPS) and or a Master’s degree in a related field will be an added advantage.
- A minimum of five (5) years of post-qualification experience in procurement and contract management in the public sector, which includes at least five (5) years’ work experience in World Bank supported operations;
- Prior participation in short term training courses on the World Bank procurement policies, standards, guidelines and procedures for Borrowers. This includes familiarity with procurement policies, evaluation procedures and reporting, as well the preparation of specific documents based on World Bank standards and models;
- Strong report writing and computer skills (MS Office: Excel, Word, PowerPoint).
- High motivation with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy;
- High ethics in upholding of anti-corruption and anti-bribery principles.
- Fluency in written and spoken English
The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
