JOB ADVERTISEMENT- ADVISOR FOR OHDAA
A. BRIEF BACKGROUND
The One Health Data Alliance Africa (OHDAA) is a regional project commissioned by BMZ and supports disease prevention and control in line with the intersectoral One Health approach. It uses data and technologies across national borders at the continental level in Africa and in partner countries including Malawi. In Malawi, the OHDAA project aims to strengthen the technological and institutional prerequisites for One Health governance and management of data, digitalization and health to operationalize the One Health approach.
The OHDAA project is implemented in close collaboration with the bilateral Malawi German Health Programme (MGHP). This position is based in the GIZ health office in Lilongwe and will support the OHDAA project implementation in Malawi. The position holder will be the focal point for the implementation of OHDAA in Malawi providing project management and technical advice on one health, data analytics and digitalisation. B. TASKS
1. Project management, technical advice, communication and networking
- Project management and coordination of the OHDAA project and its activities in Malawi including M&E, reporting and close collaboration with GIZ head office and other OHDAA countries activities.
- Support close communication and collaboration with partners including One Health relevant government institutions such as Ministry of Health, Ministry of Agriculture and Animal resources, Ministry of Environment, the Public Health Institute of Malawi, the Digital Health Division and other relevant actors
- Coordinate with regional and continental partners to align use cases and policy briefs with broader One Health and digital transformation agendas
- Provide technical and strategic oversight and guidance on project implementation, ensuring alignment with stakeholder priorities.
- Identify needs and develop detailed project implementation plans and measures
- Facilitate and document strategic dialogues, workshops and events with relevant stakeholders.
- Organise and facilitate strategic, high-level workshops and regular meetings with partners.Develop and revise presentations and other materials, such as communication and visibility materials as needed.
- Lead and contribute to the development of policy briefs, strategic notes, and technical blueprints for One Digital Health use cases, translating project findings and lessons learned into actionable recommendations for government and partners.
- Manage international and national consultants, developing ToRs, following up on progress and quality of deliverables.
- Provide sound technical advice to the project and partners on all aspects related to conceptualizing, developing, and maintaining high quality data analytics and digital solutions including interoperable information systems, data integration and exchange frameworks, information system business architecture etc.
- Support the project in the developing and refining of the theme “One Digital Health” and facilitate partner participation in the One Digital Health Community of Practice.
- Advise on frameworks and standards for digital public goods, data governance, and interoperability aligned with national and regional strategies.
- Perform any other duties and tasks at the request of GIZ management
C. REQUIRED QUALIFICATIONS, COMPETENCIES AND EXPERIENCE
- Qualifications
University Degree in Computer Science, Data Science, Informatics, Epidemiology or similar discipline - Professional experience
- 7 years professional experience working in digital transformation, informatics, data analysis or similar ideally in the field of health.
- 7 years professional experience in project management and coordination of stakeholders and consultants.
- Experience working with government stakeholders, in particular the Ministry of Health, Ministry of Agriculture or the Public Health Institute of Malawi is an asset.
- Experience in organizing and facilitating workshops and training.
- Experience working with interoperable information systems, business architecture, business intelligence platforms or similar.
- Experience conducting data analysis, visualization and modelling using R, python, power Bl and/or Superset.
- Defining and implementing data management processes or managing databases.
- Knowledge of one health and the Malawian digital human health, environment or animal health systems is
an asset. - Experience working with the development sector and with regional stakeholders is an asset
3. Additional Competencies
- Strategic advisory skills to provide expert technical advice on project development and implementation.
- Strong ability to translate technical insights into policy and strategy documents for non-technical audiences.
- Familiarity with national and regional digital health strategies, such as Smart Africa initiatives, African CDC strategies, WHO digital health initiatives.
- Strong communication and collaboration skills to work effectively with diverse stakeholders.
Strong team player with the ability to work independently. - Strong networking skills.
- Capacity to think conceptually and analytically.
- Willingness to upskill as required by the tasks to be performed
- Strong English and Chichewa language skills.
