The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of digital development in Malawi “Digital Malawi Acceleration Project” and intends to apply part of the proceeds towards hiring of Digital Innovations and Entrepreneurship (Tech Hubs) Manager.
The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use of, the internet and improve the Government’s capacity to deliver digitally enabled services.
The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management. The Public Private Partnership Commission (PPPC) is responsible for procurement and financial management of the Project and would like to ensure that sub-component 3.1: Digital Skills and Digital Literacy is implemented according to the applicable rules, regulations and directives.
This requirement also includes best international practice in terms of digital skills and innovations investment programs.
To strengthen the capacity for Project Implementation Unit (PIU), the PPPC intends to recruit a Digital Innovation and Entrepreneurship development (Tech Hubs) Manager. The Manager will lead the development and implementation of the project grants manual which is the lead document for the administration of grants to the innovation and entrepreneurship sector.
The PPPC now invites eligible individuals (Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating having the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be:
- Should have at least a Bachelor’s Degree in any relevant field in ICT such as computer science, information technology, telecommunication, information systems, business, etc. A relevant Master’s Degree in areas such as ICT, Management, Business will be an added advantage
- Should Demonstrate having not less than three (3) years of experience in Project Management and entrepreneurship support.
- Should demonstrate having the ability to effectively advance complex development projects with various stakeholders and counterparts
- Should have demonstrated ability to develop and manage partnerships with high profile stakeholders, a strong understanding of the field of ICT and Innovation / Entrepreneurship ecosystem in Malawi and ability to communicate using various channels (print, electronic and social media)
The Digital Innovation and Entrepreneurship development (Tech Hubs) Manager will be recruited on an individual contract basis initially for a period of three (3) years renewable annually with the possibility of extending the contract subject to the performance of the candidate. The performance will be measured based on the current terms of reference and the Grant manual.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
